Restoration would include planting new native trees and shrubs as well as <br /> removal of any invasive plants from the impacted area.The critical area report is on file which further <br /> details the critical areas on site and the restoration plan.A split-rail fence shall be installed along the <br /> western boundary of the restoration area featuring critical area signage. <br /> Decision:The City of Everett Planning Director grants APPROVAL with CONDITIONS to restore the <br /> stream and wetland buffers.The following conditions shall apply: <br /> 1. All work must comply with the recommendations of the Critical Area Study and Buffer <br /> Restoration Plan ("The Study") prepared by Wetland Resources, Inc.dated November 6,2019 <br /> including but not limited to invasive vegetation removal, plantings, mulch, inspections, and <br /> monitoring. <br /> 2. Restoration. Restore the stream and buffer with native species as outlined in the restoration <br /> plan of The Study.All plantings shall occur by May 15,2020 unless otherwise approved by the <br /> Planning Director. <br /> 3. Maintenance and Monitoring.The required restoration plantings shall be maintained and <br /> monitored for a period of five years pursuant to the Project Monitoring Program outlined in the <br /> Study. In accordance with EMC 19.40.050, a maintenance assurance device shall be provided by <br /> the Applicant and shall not be less than 10%of the cost of plant material, labor, monitoring, and <br /> maintenance.
