Restoration would include planting new native trees and shrubs as well as removal of any invasive plants from the impacted area.The critical area report is on file which further details the critical areas on site and the restoration plan.A split-rail fence shall be installed along the western boundary of the restoration area featuring critical area signage. Decision:The City of Everett Planning Director grants APPROVAL with CONDITIONS to restore the stream and wetland buffers.The following conditions shall apply: 1. All work must comply with the recommendations of the Critical Area Study and Buffer Restoration Plan ("The Study") prepared by Wetland Resources, Inc.dated November 6,2019 including but not limited to invasive vegetation removal, plantings, mulch, inspections, and monitoring. 2. Restoration. Restore the stream and buffer with native species as outlined in the restoration plan of The Study.All plantings shall occur by May 15,2020 unless otherwise approved by the Planning Director. 3. Maintenance and Monitoring.The required restoration plantings shall be maintained and monitored for a period of five years pursuant to the Project Monitoring Program outlined in the Study. In accordance with EMC 19.40.050, a maintenance assurance device shall be provided by the Applicant and shall not be less than 10%of the cost of plant material, labor, monitoring, and maintenance. At time of assurance device submittal,the Applicant shall submit a current detailed cost estimate in accordance with EMC 19.40.050.A.3.The assurance device shall be submitted to the Planning Division prior to permit final.The Applicant is responsible for contacting the Planning Division at the end of the five-year period for release of the assurance device.
