4.0 STORMWATER SAMPLING PROGRAM Ecology's mandates SWPPPs for facilities that discharge stormwater to a surface waterbody or to a municipal storm sewer. The SWPPP is required to include stormwater sampling, analysis, and associated reporting. This plan identifies the dedicated sampling locations at the site and outlines the sampling frequency, locations, analyses, and reporting requirements. 4.1 Sample Locations Sampling is conducted to capture stormwater with the greatest potential exposure to sources of chemical impact. The sampling at the site will take place in covered collection vault on the central western property. Sampling points are designated as distinct point of discharge. All of the discharge from the operational portions of the site occurs at only one location and the discharge from the storm drain located between the buildings on the southwest is not sampled separately.The central western collection vault sampling location is down gradient of all distribution activities conducted at the Nelson facility and is identified in Table 5 and illustrated in Figure 2. The samples are submitted under chain of custody to ALS Laboratory in Everett, WA for analysis. 4.3 Submitting Sample Results to Ecology Storm water samples are collected on a quarterly basis until the facility has achieved eight consecutive quarters of samples not exceeding benchmark concentrations. Field sampling data collected during each quarterly monitoring period are documented using a Discharge Monitoring Report(DMR) form attached as Appendix D.
