City of Everett Permit Review <br /> EVERETT Status: Reviewed for Permit <br /> WASHINGTON <br /> 02/27/2024 11 :42:24 AM <br /> Hazardous Materials Transportation Risk Assessment <br /> LOCATION: 9826 - 7th Avenue, Everett, WA 98208 <br /> EFFECTIVE DATE: October 1, 2015 <br /> Nelson Petroleum ("the company") has identified the following points in its <br /> HAZMAT transportation process in which security risks are present but can be <br /> controlled using strategies established in the Company's Security Plan. <br /> I. Personnel Security <br /> The company recognizes the security risks associated with the fact that its <br /> employees have access to and control of petroleum products during storage and <br /> transportation. These risks include but are not limited to the following actions: <br /> ➢ Sabotaging petroleum storage tanks to endanger fellow employees and <br /> the general public; <br /> ➢ Using petroleum products and/or transport vehicles to endanger the <br /> public; <br /> ➢ Disseminating the company's confidential, security-related plans and <br /> procedures to others; and <br /> ➢ Disrupting communication between the company and emergency <br /> personnel during a security incident. <br /> I1. Petroleum Storage Facility Security <br /> The company recognizes the security risks associated with its storage of <br /> petroleum products at the following location: <br /> Petroleum Bulk Plant located at 9826 - 71h Avenue, Everett, WA 98208 <br /> Total Gallon Capacity— 100,000 Gallons of Petroleum Products <br /> The following specific security risks are present at this location: <br /> ➢ Petroleum is highly flammable and could be used as an explosive; <br /> ➢ Unauthorized access to the petroleum storage facility by employees, <br /> vendors, and/or third parties; <br /> ➢ Theft of and/or tampering with petroleum transport vehicles; <br />
