CITY OF EVERETT
EVERETT Permit Services
WASHINGTON
• Traffic Control Plans shall be submitted to the City for review and approval
of MUTCD-compliant traffic control set-up for the proposed work. Traffic
Control Plans shall either be submitted as the City's Standard Drawings or
as custom site-specific traffic control plans, as necessary based on the
parameters described below:
i. Submit City of Everett Standard Drawing 701, 702, 703, or 726
(whichever is applicable) for all projects that include simple
parking closures, sidewalk closures, and lane closures on local
streets(non-arterials or outside of the Metro Everett Area).
1. The City's Standard Drawing traffic control plans are
intended to address common work operations on City
streets. They are typical in nature and not drawn to scale
so minor modifications may be needed to accommodate
site conditions and specific work operations.
ii. A custom, site-specific Traffic Control Plan shall be developed if
substantial revisions are necessary to a City of Everett Standard
Drawing. For complex traffic control involving multiple locations,
signalized intersections, or multiple flagging stations in excess of
plan 701, site specific plans will be required, showing unique
roadway traffic control configuration. These plans will be reviewed
for approval by the City Traffic Division.
1. All closures in the Metro Everett area or on arterial streets
(including primary, secondary, and collector arterials)
require additional review and time of day restrictions for
closures will be made a condition of the permit. Contact
Traffic Engineering for a map showing the arterial streets
and Metro Everett Parking Area A where additional
review and time of day restrictions are required. Projects
in these areas require custom, site-specific traffic control
plans.
iii. Permit Review Process: Once the application is submitted through eTRAKiT,the project will
be assigned a Traffic Street Use (TSU) Permit number or a Franchise Utility (FRU) Permit
number and the City of Everett's reviewers will review the plans prior to approval. The
applicant will be contacted if any corrections are required. The applicant will also be
contacted once the plans and traffic control plans have been approved and the permit is
ready for payment.
iv. Permit Fees: Permit fees are determined during review. Public Works permit fees are
established from an itemized fee schedule published in the Everett Municipal Code (EMC
13.80.010) and are calculated based on the scope of work listed to be performed in the
permit application. Traffic Street Use permit fees are set administratively. Permit fees must
be paid prior to permit issuance. Payment can be made online through the eTRAKiT
Permitting Portal via credit card (Visa or MasterCard only), or at the Permit Counter in the
form of cash or check(made out to City of Everett), or credit card (Visa or MasterCard only).
All credit card transactions will have an additional credit card convenience fee charge of
2.3%.
v. Permit Issuance: Permits will be issued to the eTRAKiT online permitting portal for printing
once payment has been received. All Traffic Street Use Permits and Franchise Utility Permits
must be printed out and kept on the job-site at all times for work to be permitted.Any work
Page 3 of 8
