CITY OF EVERETT SPECIAL PROVISIONS <br /> <br /> <br /> <br /> <br /> Division 1 <br />Everett Mall Bus Platform General Requirements December 2024 <br />WO No – MALLSTN/24462 SP-102 <br />glare to the traveling public. The Contractor shall develop and use a method to ensure <br />that flaggers have adequate warning of objects approaching from behind the flagger. <br />All flaggers shall start a new job with an on-site orientation. This orientation must <br />include, but not be limited to, the flagger’s role and location on the job site, equipment, <br />traffic patterns, communications and hazards specific to the work site. <br />If off-duty uniformed police officers are not available for traffic control for Work within <br />signalized intersections, Contractor may provide four flaggers. Flaggers are not <br />permitted within the intersection. Each flagger shall control only one approach and be <br />stationed near the stop bar. Provide a minimum of a series of three warning signs in <br />advance of each flagger. Narrow multi-lane approaches to a single lane approaching the <br />flagger. Provide and require all flaggers use two-way radios to signal each other to <br />prevent conflicts and hold traffic when construction activities require. <br />When the Bid proposed includes an item for "Traffic Control Labor," the Work covered by <br />this item shall be for the labor actually used when authorized by the Engineer for: <br />1. The services of flaggers at both ends of a 2-way, single lane operation; or <br />2. The services of flaggers at signalized intersections if off-duty uniformed police <br />officers are not available, or when otherwise specifically directed by the <br />Engineer. <br />The hours eligible for "Traffic Control Labor" shall be for the hours actually worked, plus <br />1 hour of on-site orientation per flagger. "Show-up time" will not be counted. The labor to <br />perform the Work described in the item "Maintenance and Protection of Traffic Control" <br />is specifically excluded from this Work. No adjustment will be made to the unit price for <br />"Traffic Control Labor" for overtime or holiday hours worked. <br />1-10.3(4)A Traffic Control - Off-Duty Police Officer <br />Contractor shall provide off-duty uniformed Police Officer for traffic control at all <br />signalized intersections. Acceptable sources for off-duty uniformed Police Officers <br />are as follows in order of preference: <br />1. City of Everett Police Department, contact either, <br />a. Officer Rey Palacol, (360) 850-9507 <br />b. Detective Todd Israel, (425) 740-4951 <br />c. Officer Omar Estrada, (425) 512-7186 <br />2. Puget Sound Executive Service, 625 B 5th Ave, Ste 4, Sequim, WA 98382 <br />a. Contact Nick Janssen, (360) 681-7737 <br />1-10.3(5) Construction Signs <br />All signs required by the approved traffic control plan(s) as well as any other appropriate <br />signs prescribed by the Engineer will be furnished by the Contractor and be paid under <br />the item "Maintenance and Protection of Traffic Control.” The Contractor shall erect them <br />on posts or supports and maintain them in a clean, neat, and presentable condition until <br />the necessity for them has ceased. All non-applicable signs shall be removed or covered <br />with either metal or plywood during periods when they are not needed. When the need <br />for any of these signs has ceased, the Contractor, upon approval of the Engineer, shall <br />take down these signs, posts, or supports. All signs, posts, and supports shall be <br />removed from the project and shall remain the property of the Contractor.
