However, the submitted documents are not
sufficiently developed for us to perform a comprehensive review at this time. The Planning Department has
also determined that additional information is required; they will issue a comment letter separately.
Information is attached to provide guidance. Construction-level documents should be submitted for
review. Two complete sets of the revised drawings should be submitted to replace the previously submitted
drawing sets. Preliminary comments are provided below to assist in preparing the drawings, but these are not
intended to provide a comprehensive review. The resubmittal documents should include an itemized
response letter clarifying how the review comments below have been addressed. Depending on your
experience with the adopted codes and preparing documents, we recommend consulting with a design
professional to assist you.
Intake Review Comments:
1. The project should specify the applicable building codes, including but not limited to the 2018 IRC, 2018
WSEC, and the 2018 IBC. See Section R106.1.1 and EMC Section 16.005.030.
2. The submitted drawings appear to include prior unpermitted work, including but not limited to modifying
the interior of the building, attaching the detached shed to the main house, and adding a ramp. The
existing conditions shown in the drawings are not consistent with the available City of Everett and
Snohomish County records. A copy of the old SnoCo Field Assessor record is attached; note that the SnoCo
records only provide a record of the building condition for the purpose of assessing taxes and do not
substantiate a permitted condition. The drawings are also not consistent with photography available on
Google Earth and the real-estate website Redfin.com. The drawings should be revised to show all previous
unpermitted work as new work; all new work is required to comply with the current code
requirements. Alternatively, the drawings should show the removal of unpermitted work and restoration
of the building to its previous legally permitted condition. See IRC Sections R102.7.1, R105.1, and R113.1.
3. The house is subject to Code Enforcement action per File No. CE22-0322. The drawings to not provide
sufficient information to address the unpermitted conditions and should be revised. See IRC Section
R105.1 and R113.2.
i
