Page 12 of 28 <br />A. Technical Proficiency <br />Staff involved in the Case Management Program must demonstrate technical proficiency. This includes <br />but is not limited to, prior experience, training, knowledge of human development and behavior, and <br />experience working with unsheltered individuals, including any relevant specialized education or training. <br />B. Behavioral Health <br />Staff must comprehensively understand the interdisciplinary approach to behavioral health treatment and <br />recovery from homelessness. They should employ shared decision-making and collaborate with other <br />providers to ensure those served are connected to available resources. This approach will minimize <br />service duplication and create best-practice outcomes for the individuals served. <br />C. De-Escalation <br />Staff must be capable of handling and de-escalating individuals experiencing mental health crises. <br />D. Diversity <br />Staff must be sensitive to and knowledgeable about diverse cultures. They should be able to integrate the <br />needs of culturally diverse groups and individuals with disabilities into clinical practice. <br />E. Decision-Making <br />Staff must have the ability to perform daily assessments, evaluate a client’s progress, and make informed <br />recommendations. <br />F. Training <br />Staff must be adequately trained and familiar with working with individuals who are unsheltered, as well <br />as those with disabilities, mental health disorders, substance use disorders, and those from diverse <br />cultures, races, sexual orientations, and age groups. Training requirements may include but are not <br />limited to, direct experience or training in working with unsheltered individuals, seniors, and non-English <br />speakers. <br />G. Safety and Emergency Procedures <br />Staff must have thorough knowledge of the safety and emergency procedures established by the supplier <br />and the City of Everett. <br />H. Computer Proficiency <br />Staff must be proficient in using Microsoft Word and Excel and able to use a cell phone, tablet, or laptop <br />while providing case management services. Proficiency includes, but is not limited to, the ability to <br />compose, send, and receive electronic messages and documents using equipment provided by the <br />supplier. <br />2.9 REPORTING AND TRACKING MEASURES <br />Client tracking and data reporting must be documented in a format acceptable to the City and submitted <br />monthly to the City of Everett’s Community Support Coordinator or their representative. The following <br />are the minimum key data points that will be measured, tracked, and reported: <br />1. Number of unique individuals served. <br />2. Number of individuals engaged while incarcerated. <br />3. Number of individuals participating in substance use treatment services (e.g., outpatient, inpatient, or <br />medication-assisted treatment). <br />4. Number of individuals housed in shelters, pallet homes, sober housing, permanent housing, or adult <br />family homes. <br />Exhibit C
