- Assess potential off-site water quality, erosion, slope stability, and drainage <br /> impacts associated with the project, and describe the proposed mitigation <br /> measures. <br /> Off-Site Anal-` <br /> • Describe whether any upstream runoff will flow to the site and how it will be <br /> addressed in the design. Flow through from upstream properties, wetlands, or <br /> streams shall not be blocked by the project. The project shall not adversely impact <br /> downgradient properties. <br /> • Evaluate and mitigate any conveyance system capacity problems, localized <br /> flooding, erosion, slope stability, or similar issues. The City of Everett Stormwater <br /> Comprehensive Plan may have information on identified capacity issues near the <br /> project site. <br /> Developed Condition: <br /> • Describe the project's developed conditions. <br /> • Briefly describe how the Minimum Requirements will be met. <br /> • Describe how any site issues will be addressed (e.g., steep slopes, capacity issues, <br /> etc.) <br /> • Provide a drainage map showing the project's developed conditions with TDA <br /> boundaries and sub-basins. Label surface types and total areas in each TDA and <br /> sub-basin. <br /> Note: If there are multiple TDAs in a project, the TDA boundaries may be shifted, <br /> but the total runoff areas in each TDA must be maintained. <br /> MINIMUM REQUIREMENT #2 <br /> • The Construction Stormwater Pollution Prevention Plan (SWPPP) shall include a <br /> narrative to explain and justify the pollution prevention decisions made for the <br /> project and indicate all applicable Construction Stormwater BMPs that will be used <br /> to meet the requirements of the 13 Construction SWPPP Elements. <br /> • Submit the Construction SWPPP as a stand-alone document. Include a cover page <br /> with sufficient blank space for City stamping and signature. Complete and attach <br /> the Construction Stormwater Pollution Prevention Plan (SWPPP) form. Each of the <br /> 13 Elements must be considered and included in the SWPPP, unless site conditions <br /> render the Element unnecessary. <br /> • Attach sizing calculations for Construction Stormwater BMPs to the SWPPP. Verify <br /> that the correct method (e.g., the Rational Method or single event hydrograph <br /> method) per Manual BMP guidance is used to size TESC ponds.
