2.4.3 Non-wetland Areas <br /> Vegetation in non-wetland areas of the site is mostly composed of maintained lawn and <br /> landscaping around the existing building. The forested non-wetland area in the eastern portion of <br /> the site is dominated by black cottonwood (Populus balsamifera; FAC), red alder (Alnus rubra; FAC), <br /> Himalayan blackberry (Rubus armeniacus, FAC), salmonberry (Rubus spectabilis; FAC), bracken fern <br /> (Reridium aquilinum; FACU), common dandelion (Taraxacum ofcinale; FACU), and grasses (Agrostis <br /> sp.). Soils in non-wetland areas are very dark brown(IOYR 2/2) silt loam from 0 to 4 inches below <br /> the surface. Between 4 and 16 inches, soils are dark yellowish brown (IOYR 3/4) gravelly loam. <br /> Soils in non-wetland areas were dry during both site visits and no secondary hydrology indicators <br /> were observed. <br /> 2.5 WILDLIFE <br /> The on-site wetland and stream complex provide a low level of habitat functions. The critical <br /> areas and associated buffer contain resources such as food,water, thermal cover, and hiding cover <br /> in close proximity. Their edges provide a movement corridor for wildlife. No mammalian species <br /> were detected during our on-site investigations in 2022. Strong avian activity was absent, though <br /> given the habitat available, it is expected that the following avian species use the area: American <br /> crow (Corvus brachyrhynchos), American robin (Turdus migratorius), house finch (Carpodacus mexicanus), <br /> black-capped chickadee (Poecile atricapillus), dark-eyed junco (junco hyemalis), northern flicker <br /> (Colaptes auratus), hairy woodpecker (Picoides villosus), red-breasted nuthatch (Sitka canadensis), brown <br /> creeper(Certhia americans), and red-tailed hawk(Buteo jamaicensis). Other wildlife expected to use this <br /> site include: pacific tree frog (Hyla regilla), northwestern salamander (Ambystoma gracile), and rough- <br /> skinned newt (Taricha granulosa). These lists are not meant to be all-inclusive and may omit species <br /> that currently utilize or could utilize the site. No threatened or endangered species are known to <br /> be associated with this property. <br /> 3.0 BUFFER REQUIREMENTS AND PROPOSED MODIFICATIONS <br /> 3.1 BUFFER WIDTH <br /> Th on-site wetland is classified as a Category III wetland with a low habitat score of 5. Category <br /> III wetlands with low habitat scores receive standard buffers of 80 feet per Table 37.2 of EMC <br /> 19.37.110(A). The applicant is proposing to employ the general mitigation measures described in <br /> EMC 19.37.110(C). When the general mitigation measures are applied, the reduced buffers <br /> provided in Table 37.3 are allowed,which reduces the wetland buffer to 60 feet. The stream buffer <br /> is 75 feet regardless of the reduced wetland buffer. The existing access road on the south side of <br /> the wetland/stream complex does not allow for the full prescriptive buffer widths. The road has <br /> been present since before 1990, so it is allowed to be maintained per EMC 19.37.050(A)(1)(k). No <br /> changes to the road are proposed. <br /> 3.2 EMC 19.37.110(C) GENERAL MITIGATION MEASURES <br /> As described in Section 3.1 above, the application of the reduced wetland buffer widths provided <br /> in Table 37.3 requires the implementation of the general mitigation measures provided in EMC <br /> 19.37.11O(C).
