• Open space should include additional landscaping, accent lighting, public art, benches <br /> and low seating walls, or special paving. <br /> Ground Level Transparency <br /> • A minimum of sixty percent of the ground floor façade facing Broadway shall be <br /> comprised of windows with clear glass. Reflective glass is prohibited. <br /> Weather Protection <br /> • Canopies, marquees or awnings with a minimum width of five feet shall extend a <br /> minimum of 75% along the façade facing Broadway. Canvas, vinyl or other <br /> nonpermanent materials will not be counted towards meeting this requirement. <br /> Illumination below an awning is allowed only if the awning is opaque. <br /> Seasonal Color <br /> • Seasonal color shall be provided either by hanging flower baskets on light fixtures or <br /> attaching to building facades, placing plant boxes adjacent to building entrances, or <br /> planting street trees selected for spring blooms or fall color. Flower pots are <br /> encouraged on sidewalks where they can be accommodated without impeding in the <br /> required eight foot wide unimpeded walkway. <br /> CONCLUSIONS BASED ON FINDINGS <br /> General Conclusion <br /> 1. The Applicant proposes to construct a structure with 140 apartments and a below <br /> grade 216-car garage on property located at 3214 Broadway Avenue, Everett, <br /> Washington. The design of the proposed building requires a variance to exceed <br /> the maximum building height by approximately three feet; and a variance to allow <br /> vehicular access from 32nd Street. In addition, the application includes a request <br /> for a design modification for a parapet roof with cornice elements rather than a <br /> pitched roof. The property is located at 3214 Broadway Avenue, Everett, <br /> Washington, which is zoned BMU-Broadway Mixed Use (BMU). (finding 1) <br /> Height Allowance Variance Conclusions <br /> 1. The maximum building height standard for a BMU zone is 65 feet. The Applicant <br /> seeks a variance from this standard to increase the allowed height by three feet <br /> to 68 feet. The request was reviewed pursuant to the criteria of EMC <br /> 19.41.130.C. (findings 1 and 7 through 16) <br /> 2. The variance will not be materially detrimental to the property in the area of the <br /> subject property or to the City as a whole. It will result in the increased building <br /> height, but it will have no detrimental impact on other properties. (finding 10) <br /> 3. Because of the location of the property on the Broadway corridor and the <br /> difference in grade from Broadway Avenue to the western edge of the subject <br /> property, special circumstances exist for the grant of the variance.
