I CHAPTER 4. ENVIRONMENTAL BASELINE CONDITIONS <br /> I 4.1 Landscape Setting <br /> The subject property is currently undeveloped and underlain by compacted urban soils and fill. The <br /> site is located on the former Weyerhauser Everett East Mill (Figure 3). The site grades downward <br /> I from approximately an elevation of 19 feet (NAVD 88) along the western portion of the project site <br /> to an approximate elevation of 12 to 14 feet (NAVD 88) along the eastern edge. Between 2000 and <br /> 2001, site grades were raised several feet to bring site grades above the 100-year floodplain as defined <br /> I at the time. YES -'..ws ae..��.......:eo��A«..�.�.... <br /> Dredged material from the Snohomish River were used to raise the grade of the site.In the past couple <br /> I <br /> of years,site grades were raised up an approximate additional 61/4 feet to bring the site above the newly <br /> defined 100-year floodplain.The surface that existed prior to these two rounds of site filling is referred <br /> to as the "former Weyerhaeuser working surface." Due to the nature of the Weyerhauser lumber <br /> I processing operations, the site was ranked and listed as a cleanup site under the Washington Model <br /> Toxics Control Act (MICA). The remediation was conducted and focused on resolving <br /> contamination issues.The soils still contain low levels of contamination,including low levels of arsenic <br /> I <br /> in the soil and groundwater beneath the site. Due to the conditions of the soils below the `former <br /> Weyerhaeuser working surface'the site has been limited to industrial use. <br /> I <br /> A recent report by Landau Associates recommends that"...construction activities associated with the <br /> development of Lots 2 through 6 that extend below elevations ranging from about 103/4 to 133/4 feet <br /> (NAVD 88) (i.e.,within about 3 to 6 feet of the planned finished grade elevation of 16.75 feet) could <br /> involve working with soil and groundwater that in some areas may have elevated arsenic <br /> concentrations.
