To accommodate the proposed development, the applicant is proposing to eliminate the four on - <br />site wetlands, comprising a total of 0.25 acres (10,823 square feet). Avoidance of wetland impacts <br />would make the project economically infeasible by not allowing for the mass grading that is <br />required to balance the grades on site. Mitigation for eliminating the four small on -site wetlands <br />is proposed through the use of mitigation banking. <br />The subject site is 39.45 acres in size. Approximately 33 acres will be developed with the <br />remaining 5.96 acres being undeveloped steep slope in the southwestern portion of the property. <br />This area may be developed in the future under a separate permit action. <br />4.4.1 Road Improvements <br />Internal drive aisles and parking are proposed to be placed within the developed portion of the <br />site. Other minor work will occur in the existing cul-de-sac at the terminus of 36th Avenue West <br />to provide level access to the site. No other road improvements are proposed. <br />4.4.2 Stormwater <br />Approximately 33 acres of the 39.45-acre site will be developed as industrial manufacturing <br />buildings and associated utilities, parking, stormwater facilities, and access roads. New <br />impervious surfaces will total approximately 26 acres. <br />There are currently four drainage areas existing onsite, as shown in Figure 4. The western -most <br />portion of the site to be developed (Pre -Basin A) drains the western portion of the site down to <br />Japanese Gulch Creek. The northwestern drainage area (Pre -Basin B) drains north into an <br />intersecting ravine which leads into a series of existing stormwater conveyance features that <br />eventually discharge into the ravine above Edgewater Creek. The northeastern drainage area <br />(Pre -Basin C) drains to the northeast into a ravine that shallows out and is intersected by a <br />drainage ditch leading into Edgewater Creek. The southeastern drainage area (Pre -Basin D) <br />contains Wetlands A-C, and is hydrologically sourced from the off -site area to the south (Pre - <br />Basin C Run -On). Runoff currently outlets from Wetland A into a catch basin, under 36th <br />Avenue West via a culvert that flows to an existing stormwater conveyance ditch on the <br />neighboring property. <br />Biological Evaluation 18 WRI #14109 <br />Soundview Business Campus Revision #2: October 2, 2015 <br />
