Veritas Construction, Inc. <br />August 14, 2015 <br />7.0 EVALUATIONS <br />7.1 FINDINGS AND CONCLUSIONS <br />ES-4011.01 <br />Page 18 <br />We have performed a Phase I Environmental Site Assessment in general conformance with the <br />scope and limitations of ASTM Practice E-1527-13 for the site located northwest of the <br />terminus of 36th Avenue West in Everett, Washington (see Vicinity Map - Plate 1). Any <br />exceptions to, or deletions from, this practice are described in Section 1.5 and 1.6 of this <br />report. This assessment has revealed no evidence of recognized environmental conditions in <br />connection with the property. <br />The site consists of consists of one tax parcel (Snohomish County Parcel Number <br />28040300200100) comprising a total of 39.48-acres of land area (see Site Plan - Plate 2). The <br />site is currently undeveloped forested land. We understand development of a light industrial <br />business center is currently proposed at the subject property. The proposed development will <br />include a series of warehouse/office buildings, paved parking and drivelanes, and associated <br />infrastructure improvements. <br />No hazardous materials spills, staining, stressed vegetation, or other visible signs of hazardous <br />materials release were noted at the site. The subject site is not a recorded source of soil or <br />groundwater contamination. <br />No underground storage tanks (USTs) or above ground storage tanks (ASTs) were listed on <br />the regulatory databases for the subject property or observed during the site reconnaissance. <br />Visual observation did not reveal vent pipes or fill ports associated with underground storage <br />tanks on the subject property. <br />The Environmental Data Resources Inc. (EDR) report did not identify the subject site on federal <br />and state regulatory databases. The EDR report did identify one nearby property on the state <br />regulatory database. However, given the distance between the listed site and the subject site <br />and the inferred hydraulic groundwater gradient, the listed site does not represent an <br />environmental concern to the subject property. <br />The reconnaissance of the subject property and adjacent properties, a review of regulatory lists <br />and files, a review of the subject property history, and interviews with knowledgeable persons <br />revealed no recognized environmental conditions (RECs) in connection with the subject site. <br />Please see section 8.1 of this report for overall recommendations regarding the subject site. <br />7.2 ADDITIONAL SERVICES <br />This Phase I ESA did not include additional services related to business environmental risk <br />considerations, such as asbestos -containing materials (ACMs), lead -based paints (LBPs), <br />radon, polychlorinated biphenyls (PCBs), lead in drinking water, wetlands <br />investigations/delineations, regulatory compliance, cultural and historic resources, industrial <br />hygiene, health and safety, ecological resources, threatened/endangered species, mold, indoor <br />air quality, high voltage power lines, or any other considerations not mentioned here. <br />Earth Solutions NW, LLC <br />
