petroleum impacts were detected in the soil beneath the site in 1991. The precise location of <br /> the release could not be determined. However, the property immediately west of the Property <br /> was not redeveloped for use by Everett Community College until after 1994. Therefore, the <br /> reported release was located in the former footprint of Everett Community College, which is <br /> located at least 375 feet west of the Property. Considering the separation distance of the <br /> reported release, Everett Community College does not constitute a potential issue of <br /> environmental concern. <br /> • Time Oil Station 168, located at 928 North Broadway Avenue, approximately 215 feet northeast <br /> of the Property, is listed on the CSCSL NFA, UST, VCP, and ICR databases. Gasoline-range <br /> petroleum hydrocarbons (GRPH), benzene, toluene, ethylbenzene, and xylenes (BTEX) were <br /> detected in the soil and groundwater beneath the site. PBS excavated and removed <br /> approximately 5,600 cubic yards of petroleum contaminated soil in 2011. Approximately 4,000 <br /> gallons of water were pumped from the excavation and discharged to the sanitary sewer. <br /> Approximately 3.5 cubic yards of benzene-contaminated soil remains on the site. The benzene <br /> remaining on the site is capped behind a retaining wall and beneath the North Broadway right- <br /> of-way. A determination of No Further Action was issued for the property in 2012. Considering <br /> the regulatory closure and the separation distance, the Time Oil site does not constitute a <br /> potential issue of environmental concern. <br /> • Mr. Tom Chin, located at 1021 North Broadway Avenue approximately 275 feet southeast of the <br /> Property, is listed in the CSCSL NFA, INST CONTROL, VCP, and UST databases. One gasoline UST <br /> and one waste oil UST were removed from the site in 1990. GRPH, diesel-range petroleum <br /> hydrocarbons (DRPH), and ORPH were detected in the soil beneath the site in 2004. Soil <br /> contamination was limited to the uppermost 50 feet of soil beneath the site and groundwater <br /> beneath the site was not impacted. After a restrictive covenant was recorded for the site, a <br /> determination of No Further Action was issued by Ecology in 2004. A periodic review conducted <br /> in 2010 indicated that the asphalt capping of the remaining contamination was protective of <br /> human health. Considering the regulatory closure and the separation distance from the <br /> Property,this site does not constitute a potential issue of environmental concern. <br /> Regulatory records were reviewed for the nearby sites. The records reviewed were sufficient to assess <br /> the potential risk of the listed sites. <br /> Potential issues of environmental concerns related to vapor encroachment were not identified in our <br /> review of regulatory records. <br /> 6.0 PROPERTY RECONNAISSANCE <br /> Mr. Travis Zandi, a SoundEarth Staff Scientist, visited the Property on February 6, 2015, to review <br /> conditions and land use practices on the Property and on adjoining and nearby properties. SoundEarth <br /> was unescorted during the Property reconnaissance. Interior access was not provided to the on- <br /> Property building. However, considering the residential nature of the Property, the lack of interior <br /> access is not expected to affect the findings or conclusions of the report. The purpose of the Property <br /> reconnaissance was to identify readily apparent indications of hazardous or potentially hazardous <br /> substances or petroleum products that were historically or are currently used, generated, stored, or <br /> disposed of on the Property.
