EVALUATION FOR <br />AGENCY USE ONLY <br />Policy 2.5.3 Require development, expansion and remodeling of hospital and <br />clinic facilities to be visually compatible with and minimize the parking and <br />traffic impacts upon established residential areas. <br />The building design will provide architectural interest on all four elevations <br />respecting the neighbors as well as the campus context and palette. The design <br />offers articulation in the massing and parapet height by playfully composing <br />materials, texture and color. Materials proposed are drawn from the context <br />utilizing brick, playful glazed fenestrations (sensitive to neighboring views), and <br />metal panel with hints of color accents. With a four sided building, composition <br />is important offering interest around the perimeter for the users, immediate <br />neighbors and visitors on the path. <br />Policy 2.11.3 Providence Regional Medical Center Everett (PRMCE). <br />Providence Regional Medical Center Everett is a large institutional facility <br />located in the Northwest Everett neighborhood. In 2008, City Council approved <br />a Comprehensive Plan map amendment, along with master plans for hospital <br />facility growth implemented through an Institutional Overlay zone. The PRMCE <br />master plan provides for phased hospital development beyond 2030. <br />The approved PRMCE expansion includes significant intensification of use on <br />the existing hospital properties as well as expansions north of 13`h Street. Future <br />expansions will require additional review by the City, which may consist of <br />amendments to the Institutional Overlay zone and Comprehensive Plan <br />amendments. PRMCE must work with the surrounding neighborhood residents <br />in planning future expansions. Any future expansions must use existing hospital <br />properties more intensively. No further homes may be lost to hospital expansion <br />beyond the approved Master Plan area. Future expansion to the east of Oakes <br />Avenue beyond Block 248 is prohibited. <br />The proposed project is located in an area approved by the Master Plan for future <br />expansion. PRMCE will work with the surrounding neighborhood residents as <br />part of the design review process required by the Institutional Overlay and <br />Comprehensive Plan amendments. <br />City of Everett Ordinance No. 3090-08, Exhibit A PEMC Master Plan for ECC <br />Property <br />3.0 Development Standards <br />3.1 Gross Floor Area of Development (excluding parking garages and below <br />grade development): <br />The proposed medical clinic is 36,600 gross square feet. <br />3.2 Phasing: The property shall be developed in phases in accordance with the <br />following anticipated schedule, provided the City may approve revisions in the <br />phasing of uses on the property as provided in EMC 15.16.080.A(24): <br />Environmental Checklist — Providence Regional Medical Center Everett — North Site Page 21 <br />© mH -. y <br />
