EVALUATION FOR <br />AGENCY USE ONLY <br />Phase 2: Clinic, Medical -Related Activities, and Hospitals (e.g. hospice) <br />Facilities — in northern 45 foot height zone and eastern 75 foot height zone — <br />2009 to 2025. <br />The proposed building height is proposed to be 30 feet, which is below the 45 <br />foot maximum height limit approved by the Master Plan. <br />3.3 Maximum Lot Coverage (for building footprints only): 64%. <br />The new clinic building will occupy 9.9% of the current parking and vacant <br />portions of the project site. Total lot coverage for the entire block, including the <br />existing Central Utility Plant, will be 14.4%. <br />3.4 Building Heights: <br />3.4.1 For the portion of the site between the projected center line of the <br />12`h Street ROW and the 35 foot greenbelt buffer adjacent to the north property <br />line, building height will be limited to 45 feet. <br />The proposed building height will not exceed 45 feet in height. <br />3.5 Greenbelt Buffer/Setback: <br />3.5.1 PECM will create a 35 foot wide "greenbelt buffer" area, with Type <br />I landscaping along the perimeter of the ECC property, beginning with its <br />intersection with 12`h Street on the west and continuing northerly to the north <br />property boundary, then easterly to the east property boundary, then southerly to <br />the southeast corner of the ECC Property at 13`h Street, then westerly to the <br />extended centerline of Oakes Avenue, subject to any openings for vehicle or <br />pedestrian access determined appropriate by the Planning Director. <br />3.5.2 Plans for design of the greenbelt buffer will be submitted to the <br />Planning Director for approval, with review and recommendation by the Design. <br />Review Committee. <br />3.5.3 The greenbelt buffer area shall be available for installation of any <br />underground utilities that may result from development of the site, provided that <br />the landscaping is restored following utility installation. <br />3.5.4 All above ground structures and uses, including off-street parking, <br />shall be located outside of the 35 foot greenbelt buffer area. <br />The greenbelt buffer is currently in place. Minor impacts to the buffer are <br />anticipated for utility placement; however the existing trees will be removed and <br />replanted upon project completion. <br />3.6 Off-street Parking: PEMC will provide the required number of off-street <br />parking spaces as determined by the City upon application for each phase of <br />development, based on a parking study submitted by PEMC. <br />A parking study was conducted and is documented in the Transportation Impact <br />Analysis Providence Regional Medical Center New Medical Clinic Building and <br />Parking Lot Reconfiguration, April 2016.
