EVALUATION FOR <br />AGENCY USE ONLY <br />3.7 Pedestrian and Vehicle Connections: <br />3.7.2 Primary vehicle access to the ECC Property will be from 1? Street. <br />Safe onsite access ways will be provided between the public street system and <br />parking areas on campus. In the future development of the ECC Property, it is <br />expected that the City will want to consider access to the ECC Property on the <br />eastern boundary from 12th Street. <br />The existing primary vehicular access to the site is from 13th Street; there is no <br />change to access proposed. At this time, access via 12'h Street is not proposed, <br />nor is it being precluded for future connection. <br />3.8 Traffic Mitigation / Commute Trip Reduction: <br />3.8.1 PEMC will pay its fair share of transportation impact fees pursuant to <br />EMC Chapter 18.40 in conjunction with permitting for each development project <br />on the ECC Property as determined by an updated traffic study. <br />3.8.2 Prior to the occupancy of a hospital tower or other major medical facility <br />on the ECC Property, PEMC shall have contributed funds for the design and <br />construction by the City of traffic signals at 13th Street/Broadway and 14th <br />Street/Broadway. To the degree permitted by EMC Chapter 18.40, PEMC will <br />request the City to allocate the transportation impact fees paid by PEMC to the <br />cost of constructing such intersection improvements. <br />3.8.3 Prior to the construction of the first major building other than the Utility <br />Building on the ECC Property, PEMC will provide a traffic analysis showing the <br />advantaghes and impacts of accessing the ECC Property on its eastern boundary <br />from 12t Street, together with recommended mitigation addressing traffic and <br />pedestrian safety, streetscape amenities and other issues. <br />3.8.4 Prior to construction of each new occupied development, PEMC will <br />prepare a traffic and parking study in accordance with the requirements of EMC <br />Chapter 18.40 and EMC 19.34.030. <br />The Transportation Impact Analysis Providence Regional Medical Center New <br />Medical Clinic Building and Parking Lot Reconfiguration, April 2016 documents <br />the traffic and parking impacts of the proposal. A preliminary traffic fee estimate <br />of $285,600 is calculated based on the estimated 119 weekday PM peak hour <br />trips. The Broadway traffic signals at 13th and 14th Streets have already been <br />constructed. The transportation study presents an evaluation of providing site <br />access at 12th Street. Access along 12th Street would reduce impacts to 13th <br />Street; however, it would increase vehicle and pedestrian conflicts along 12th <br />Street and the alley as well as potentially result in additional neighborhood <br />parking. If 12th Street access is provided, it is recommended it be a secondary <br />access and parking should be restricted between the alley and Lombard Avenue. <br />In addition, pedestrian connections to and from off -site should be provided in the <br />vicinity of this access. <br />3.9 Temporary Parking, Construction Staging, Materials Storage: <br />3.9.1 Until its development for hospital, clinic and medical -related activities, <br />PEMC will utilize the area designated for a height of 175 feet, and portions of <br />the 75' height zones as may be approved by the Planning Director, for temporary <br />Environmental Checklist — Providence Regional Medical Center Everett — North Site Page 23 <br />® SHOCKEY <br />
