EVALUATION FOR <br />AGENCY USE ONLY <br />parking, construction staging and materials storage to support development of <br />other areas of its campus. <br />3.9.2 As a condition of using the area described in subjection 3.9.1 above for <br />temporary parking, construction staging and materials storage, PEMC will <br />install landscaping of the Type required by the Planning Director along the <br />northern edge of 13` Street for a width of such area, and provide temporary <br />fencing and other suitable landscaping around the western, northern and eastern <br />boundaries of such area. The plan for such landscaping will be reviewed by and <br />must be approved by the Planning Director. <br />3.9.3 Until its development for hospital, clinic and medical -related activities, <br />PEMC will utilize the area designated for height of 45 feet and 75 feet for <br />surface parking, subject to the Design Guidelines for "Parking Lots" and the <br />requirements of EMC Chapter 19.35. <br />As documented in the Transportation Impact Analysis Providence Regional <br />Medical Center New Medical Clinic Building and Parking Lot Reconfiguration, <br />April 2016 this area will continue to be utilized for temporary parking. The <br />parking lot would be reconfigured to accommodate additional 353 parking stalls <br />or an increase of 37 stalls. During construction of the proposed project, some <br />portions of the parking lot would be unavailable. Parking needs would be <br />accommodated at other facilities within the Providence Campus. <br />3.11 Construction Mitigation <br />3.11.1 PEMC will restrict construction activity from 7: 00 a. in. to 6: 00 p. in. <br />weekdays and 8:00 a.m. to 6:00 p.m. on weekends unless otherwise specifically <br />authorized by the Planning Director. <br />3.11.12 PEMC will submit a Construction Mitigation Plan prior to each new <br />phase of construction. <br />Construction would only occur during approved hours. A Construction <br />Mitigation Plan will be submitted to the city with the construction documents for <br />approval. <br />4.0 Design Review Guidelines <br />4.1.1 Review Process: The City will use Review Process II, as well as the <br />PEMC Design Review Committee, for review of applications for development of <br />the ECC Property. <br />Providence is submitting for a Review Process II application to the City of <br />Everett. In addition, Providence is beginning the process of re-establishing the <br />Design Review Committee for inclusion in the review of the overall project. <br />m.
