EVALUATION FOR <br />AGENCY USE ONLY <br />Manual, 9th Edition. The clinic is anticipated to generate approximately 1,300 new <br />daily trips with 88 trips occurring during AM peak hour and 119 trips occurring <br />during the PM peak hour. Truck traffic associated with the proposed project is <br />anticipated to be related to deliveries, which would occur primarily outside the <br />weekday peak periods. <br />The Central Utility Plant and temporary employee parking would remain on the <br />southern portion of the site. The parking would be reconfigured to provide an <br />additional 37 parking spaces for a total of 353 spaces. No new traffic would be <br />associated with additional parking as it will accommodate existing site users that <br />may be parking elsewhere on -campus or along adjacent streets. <br />g. Will the proposal interfere with, affect or be affected by the movement of <br />agricultural and forest products on roads or streets in the area? If so, generally <br />describe. <br />The proposal would not interfere with, affect or be affected by the movement of <br />agricultural and forest products on roads or streets in the area as it is an urban <br />environment. <br />h. Proposed measures to reduce or control transportation impacts, if any: <br />The project would be required to pay a traffic impact fee to offset potential impacts <br />to the transportation system. The City's fee is $2,400 per new PM peak hour trip as <br />of January 1, 2015 per Ordinance 3387-14. The preliminary fee for this project is <br />estimate to be $285,600 based 119 new weekday PM peak hour trips. <br />A Construction Management Plan (CMP) would be developed describing procedures <br />for construction activity including such items as truck routes, hours of operation, and <br />site parking. The following measures are recommended for inclusion in the <br />construction management plan to mitigate potential impacts of construction activity: <br />• Schedule construction activities so that the most intensive activities in terms <br />of construction traffic are spread out over time and avoid the peak periods of <br />traffic congestion. <br />o Provide safe pedestrian, bicycle and vehicular circulation adjacent to the <br />construction site through the use of temporary walkways, signs, and manual <br />traffic control (flaggers), as appropriate. <br />• Prohibit construction material delivery vehicles from leaving or entering the <br />site during the weekday AM and PM peak periods. <br />o Identify truck routes to minimize impacts to the off -site transportation system. <br />o Park construction workers and equipment on -site outside of the Campus <br />employee parking area. <br />o Designate 172 employee parking spaces at other Campus parking facilities <br />during site preparation and parking lot construction phases.
