22. The institutional overlay zone allows for institutional land uses with special needs <br />and impacts to be located in the Everett community in a manner that is compatible <br />with surrounding land uses through a master plan review process. <br />23. The institutional overlay zone specifically allows for the expansion of hospitals <br />through the City's master plan review process. <br />24. The institutional overlay zone and master plan are reviewed using the review <br />process described in EMC Title 15, Local Project Review Procedures. <br />25. PEMC initiated the establishment of an institutional overlay zone and master plan <br />for its future expansion and development of the ECC Property. <br />26. PEMC's Master Plan for the ECC Property and supporting documents address the <br />following elements: (a) permitted uses and ancillary uses; (b) permitted intensity <br />of development; (c) traffic impacts, adequacy of access to the site, parking and <br />other traffic -related improvements; (d) other impacts including noise, air <br />emissions, and other requirements of local, state and federal laws; and (e) phasing <br />of development. <br />27. PEMC discussed the proposed ECC and PEMC land swap and PEMC's proposed <br />Comprehensive Plan Amendment and Rezone in neighborhood meetings held <br />January 23, 2007; March 15, 2007; April 25, 2007; June 12, 2007; October 23, <br />2007 (also Utility Building); February 26, 2008 (also Utility Building); May 12, <br />2008 (also Utility Building); May 29, 2008 (also Utility Building); and July 1, <br />2008 (also Utility Building). There was also a Design Review Committee <br />meeting on March 5, 2008, to discuss the proposed Plan Amendment and Rezone. <br />28. Residents within 500 feet of the ECC Property and others who requested notice <br />by either the City or PEMC have been informed in advance in writing of the <br />neighborhood meetings. <br />29.
