FILE COP` <br /> PUBLIC WORKS <br /> MEMORANDUM <br /> TO: John Jimerson, Planning Department <br /> FROM: Sabrina Fandler, Engineering/Permit Services <br /> DATE: 7/15/2016 <br /> SUBJECT: SEPA16-013 Comments from Public Works (Engineering/Permit Services) <br /> PROPOSAL: New 36,600sf medical office building with parking below for PRMC <br /> LOCATION: 1815 13th St <br /> A review of this project by the Engineering/Permit Services Department indicates that the following <br /> conditions shall be met: <br /> 1. Construction permits, inspections and final approvals will be required for the individual <br /> development projects from City of Everett Permit Services. <br /> 2. A Public Works Permit is required for this project. Detailed drawings in accordance with City <br /> Design and Construction Standards shall be submitted to the Public Works Department, <br /> showing site parking layout, landscaping, utilities, storm drainage, temporary construction <br /> erosion control, and all required improvements in the public right-of-way. Public Works <br /> Department approval of these drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved and warranted before the Occupancy Permit is <br /> issued/final approval is granted. <br /> 3. Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any construction related activities. <br /> 4. The existing water easement between the two detention ponds will need to be vacated, and a <br /> new water easement will be needed around the rerouted water lines. The new easement will <br /> need to be wide enough to provide separation from sanitary sewer and also to provide room for <br /> a replacement water main in the future. (Typically 15' total easement width, 5' on one side of <br /> the water main and 10' on the other side, measured from center of main). The new easement <br /> should be for all water on the site including new water line routing and the existing water main, <br /> which does not appear to have an easement currently. <br /> 5. Stormwater shall be managed in accordance with the City's 2010 Stormwater Management <br /> Manual. The pre-developed conditions should match the pre-developed conditions used when <br /> the detention ponds were designed in the master plan, as the proposed detention system will not <br /> only need to replace the detention ponds, but will also need to detain runoff from the proposed <br /> project area. Interim Policy 2-11 should have been applied to the design of the detention ponds <br /> during SEPA12-042. <br /> 6. Detention sizing will be based on matching developed discharge durations to pre-developed <br /> durations for the range of pre-developed discharge rates from 50% of the 2-year recurrence <br /> Page 1 of 2 <br />
