In 2008 a master plan was adopted by the City (Ord. 3090-08) approving plans by Providence Regional Medical Center (PRMC) for its property in North Everett, including the former "community college" property north of 13th Street. The site currently contains the Medical Center's Central Utility Plant and temporary surface parking, both of which were anticipated in the approved master plan. The proposal includes a proposed medical clinic building on the northern portion of the site; the other is additional temporary surface parking to be added west of the existing Central Utility Plant. Both are being constructed in accordance with the 2008 plan. The ultimate master plan is depicted on Figure 3 of City Ordinance 3090-08. The proposed Medical Center will proceed with further implementation of this buildout plan in the coming months. Ultimate buildout will take several years; the two current projects proposed under the action are a part of the 2008 master plan. The clinic facility will be comprised of about 36,600 square feet, occupied mostly by clinical functions with the remainder used for support services with parking below. Additional surface parking will be built immediately adjacent to the west, see Figure I — SEPA Site Plan. The building footprint lies over the location of an existing stormwater detention pond, which will be replaced with an underground vault.
