2201 Everett Avenue Development Traffic Impact Analysis <br /> 2. METHODOLOGY <br /> 2.1 General <br /> Trip generation calculations for the 2201 Everett Avenue Development are based on average trip <br /> generation rates from the Institute of Transportation Engineers (ITE) Trip Generation Manual, <br /> 10`h Edition (2017). ITE Land Use Code 151, Mini-Warehouse, has been utilized for the proposed <br /> use and ITE Land Use Code 820, Shopping Center, has been utilized for the existing use. It is <br /> important to note that the retail use for the existing use on the site is consistent with previously <br /> reviewed analysis for redevelopment of this site. <br /> 2.2 Scope of Analysis <br /> The City of Everett utilizes a threshold of 50 PM peak-hour trips impacting an intersection to <br /> determine when level of service analysis is required. The 2201 Everett Avenue Development is <br /> not anticipated to 50 PM peak-hour trips, even without credit for the existing use on the site. <br /> Additionally,the development will not create any new access points and will remove access points <br /> from Everett Avenue. Intersection level of service analysis has therefore not been performed as <br /> part of this report. <br /> 3. TRIP GENERATION <br /> Trip generation calculations for the 2201 Everett Avenue Development have been performed <br /> utilizing average trip generation rates published in the Institute of Transportation Engineers (ITE) <br /> Trip Generation Manual, 9th Edition (2017). The following ITE Land Use Codes have been <br /> utilized for the trip generation calculations: <br /> • ITE Land Use Code 151, Mini-Warehouse—55,500 SF of proposed use <br /> • ITE Land Use Code 820, Shopping Center— 17,520 SF of existing use <br /> ITE also publishes a pass-by rate of 34% for ITE Land Use Code 820 that has been applied to the <br /> trip generation calculations.
