2025 PAVEMENT MAINTENANCE OVERLAY SPECIAL PROVISIONS <br />PW# 3830 <br /> SP-72 March 26, 2025 <br /> <br /> 1 <br />The Contractor’s costs for all Work associated with the coring (e.g., traffic control) 2 <br />shall be incidental and included in the unit Bid price per each. 3 <br /> 4 <br />“Cyclic Density Price Adjustment”, by calculation. 5 <br /> 6 <br />“Cyclic Density Price Adjustment” will be calculated and paid for as described in 7 <br />Section 5-04.3(10)B. 8 <br /> 9 <br />5-04.5.OPT2.GR5 10 <br />(January 13, 2021) 11 <br />Asphalt Cost Price Adjustment 12 <br />The Contracting Agency will make an Asphalt Cost Price Adjustment, either a credit or a 13 <br />payment, for qualifying changes in the reference cost of asphalt binder. The adjustment 14 <br />will be applied to partial payments made according to Section 1-09.9 for the following bid 15 <br />items when they are included in the proposal: 16 <br /> 17 <br />“HMA Cl. ___ PG ___” 18 <br />“HMA for Approach Cl. ___ PG ___” 19 <br />“HMA for Preleveling Cl. ___ PG ___” 20 <br />“HMA for Pavement Repair Cl. ___ PG ___” 21 <br />“Commercial HMA” 22 <br /> 23 <br />The adjustment is not a guarantee of full compensation for changes in the cost of asphalt 24 <br />binder. The Contracting Agency does not guarantee that asphalt binder will be available 25 <br />at the reference cost. 26 <br /> 27 <br />The Contracting Agency will establish asphalt binder reference costs twice each month 28 <br />and post the information on the Agency website at: https://wsdot.wa.gov/business-29 <br />wsdot/contracts/about-public-works-contracts/payments-reporting/asphalt-binder-30 <br />reference-cost. The reference cost will be determined using posted prices furnished by 31 <br />Poten & Partners, Inc. If the selected price source ceases to be available for any reason, 32 <br />then the Contracting Agency will select a substitute price source to establish the reference 33 <br />cost. 34 <br /> 35 <br />Price adjustments will be calculated one time per month. No price adjustment will be made 36 <br />if the Current Reference Cost is within +/-5% of the Base Cost. Reference costs for 37 <br />projects located in Eastern versus Western Washington shall be selected from the column 38 <br />in the WSDOT website table labeled “Eastern”, or “Western”, accordingly. The adjustment 39 <br />will be calculated as follows: 40 <br /> 41 <br />If the reference cost is greater than or equal to 105% of the base cost, then 42 <br />Asphalt Cost Price Adjustment = (Current Reference Cost – (1.05 x Base Cost)) x (Q 43 <br />x 0.056). 44 <br /> 45 <br />If the reference cost is less than or equal to 95% of the base cost, then 46 <br />Asphalt Cost Price Adjustment = (Current Reference Cost – (0.95 x Base Cost)) x (Q 47 <br />x 0.056). 48 <br /> 49 <br />Where: Current Reference Cost is selected from the website table based on 50 <br />the “Date Effective” that immediately precedes the current month’s 51
