Finding:The Everett Comprehensive Plan designates the subject property residential.The design and use <br /> are consistent with the Comprehensive Plan. <br /> 4. Unified Development Code.The proposed project and design shall meet the requirements of the Everett <br /> Unified Development Code, including but not limited to the following: <br /> a.Chapter 19.06, Lots,Setbacks and Residential Densities; <br /> Finding:The short subdivision is within the R-2 zone,Single Family Detached Medium Density <br /> Residential.The R-2 zone requires a minimum lot area of 5,000 square feet,a minimum lot width of 50 <br /> feet,and a minimum lot depth of 80 feet.The proposed lots meet the minimum lot size requirements. <br /> Lot 1 meets the minimum lots area requirement for a duplex. <br /> The building height shall be calculated from the existing grade of the lot(pre-disturbance grade).The <br /> maximum height is 28 feet. Required setbacks from the lot lines for the principal building in the R-2 zone <br /> is 20 feet from the front and rear lot lines and five feet from the side lot lines. For Lot 1,the front setback <br /> applies to the entire panhandle and 20 feet from the east lot line between Lots 1 and 2. <br /> b.Chapter 19.26, Land Division Development Standards; <br /> Finding:This project is vested under Title 18.Where applicable,Title 18 standards will apply rather than <br /> current standards in Chapter 19.26. <br /> c.Chapter 19.30, Flood Damage Prevention; <br /> Finding: Chapter 19.30 is addressed in#10 below. <br /> d. Chapter 19.33,Streets,Sidewalks and Pedestrian Circulation; <br /> Finding:The subject property fronts on Wetmore Avenue. Wetmore Avenue is a paved street. There is <br /> no sidewalk along the frontage of the property. Curb,gutter,and sidewalk are required along the entire <br /> project frontage. <br /> e.Chapter 19.34, Parking, Loading and Access Requirements. <br /> Finding:Two off-street paved parking spaces are required for each dwelling unit. The proposed driveway <br /> for Lot 1 within the 20-foot front setback from the east lot line is in excess of 30 feet of width and does <br /> not meet the driveway standards in Chapter 19.34. EMC 19.34.110.C.1 regulates driveways as follows: <br /> "the maximum driveway width within the front or street side setback shall not exceed thirty feet,or fifty <br /> percent of the lot frontage width,whichever is less. However,a minimum driveway width of ten feet will <br /> be allowed in all cases."The ten-foot wide access drive within the 15-foot wide panhandle meets <br /> standards under Title 18 which does not specify access drive width and will meet Chapter 19.34. <br /> f. Chapter 19.35, Landscaping; <br /> Finding: Chapter 19.35 is addressed in#11 below. <br /> Page 2 of 8 <br />
