5. Natural Environment.The proposed project and design shall meet the requirements of environmentally <br /> sensitive area regulations of the Everett Unified Development Code and EMC 19.43, Environment, and <br /> the State Environmental Policy Act,Chapter 197-11 WAC, if applicable. <br /> Finding:The site does not contain critical areas.The project is exempt from SEPA. <br /> 6. Drainage.The proposed project and design shall meet the requirements of the city's drainage regulations <br /> in the Stormwater Management Program (SWMP)and Design and Construction Standards and <br /> Specifications; <br /> Finding:A Preliminary Stormwater Site Plan by IECO dated September 11,2020 has been submitted and <br /> reviewed by the Public Works Department. <br /> 7. Open Space and On-Site Recreation.The proposed project and design shall meet the requirements for <br /> open space and on-site recreation as defined in Chapters 19.09 and 19.12.210 of this title.These <br /> requirements are based on the type of use proposed and zoning designation of the property. <br /> Finding: Open space and on-site recreation requirements do not apply in the R-2 zone. There is a <br /> maximum lot coverage of 40%that applies to buildings in the R-2 zone. <br /> 8. Public Facilities.The proposed project shall be consistent with all regulations and requirements in Title <br /> 14,Title 16,and the Design and Construction Standards and Specifications,and other adopted plans and <br /> policies,including the following: <br /> a. Adequate water supply to city standards; <br /> Finding:There is an existing water main within the street.Adequate water supply can be provided to all <br /> lots.Water services must be installed to each lot prior to final approval of the short plat. <br /> b. Adequate sewage disposal to city standards; <br /> Finding:There is an existing sewer main within the street.Adequate sewage disposal can be provided to <br /> all lots.Sewer services must be installed to each lot prior to final approval of the short plat. <br /> c. Appropriate surface water management to city standards; <br /> Finding: See #6 above. <br /> d. Adequate fire protection and hydrants to city standards; <br /> Finding: Fire hydrants are located to the north and south of this site on Wetmore Avenue.A hydrant is <br /> within 350 feet of the building site of Lot 2. <br /> e.Appropriate vehicular and non-motorized access designed to meet city standards for anticipated uses <br /> within the project; <br /> Page 3 of 8 <br />
