The item shall also meet the 1 <br />requirements for a Manufactured Product, and the cost of the iron or steel 2 <br />components shall be included in determining if the Manufactured Product was 3 <br />produced in the United States. 4 <br /> 5 <br />2. With respect to intelligent transportation systems and other electronic hardware 6 <br />systems that are classified as Manufactured Products, the cabinets or other 7 <br />enclosures of such systems that consist wholly or predominantly of iron, steel, 8 <br />or a combination of both, shall meet the requirements for and be tracked as an 9 <br />Iron or Steel Products. The item shall also meet the requirements for a 10 <br />Manufactured Product and the cost of the iron or steel components shall be 11 <br />included in determining if the manufactured product was produced in the United 12 <br />States. 13 <br /> 14 <br />Some contract items are composed of multiple parts that may fall into different categories. 15 <br />Individual components will be categorized as a Construction Material, a Manufactured 16 <br />Product, an Iron or Steel Product, or an excluded material based on their composition 17 <br />when they arrive at the staging area or work site. 18 <br /> 19 <br />Definitions 20 <br />1. Construction Material: Defined as any article, material, or supply brought to the 21 <br />construction site for incorporation into the final product. Construction materials 22 <br />include an article, material, or supply that is or consists primarily of: 23 <br /> 24 <br />a. Non-ferrous metals including all manufacturing processes, from initial smelting 25 <br />or melting through final shaping, coating, and assembly; 26 <br /> 27 <br />b. Plastic and polymer-based products including all manufacturing processes, from 28 <br />initial combination of constituent plastic or polymer-based inputs, or, where 29 <br />applicable, constituent composite materials, until the item is in its final form); 30 <br /> 31 <br />c. Glass including all manufacturing processes, from initial batching and melting of 32 <br />raw materials through annealing, cooling, and cutting); 33 <br /> 34 <br />d. Fiber optic cable (includes drop cable) including all manufacturing processes, 35 <br />from initial ribboning (if applicable), through buffering, fiber stranding and 36 <br />jacketing, (fiber optic cable also includes the standards for glass and optical 37 <br />fiber); 38 <br /> 39 <br />e. Optical fiber including all manufacturing processes, from the initial preform 40 <br />fabrication stage, though the completion of the draw; 41 <br /> 42 <br />f. Lumber including all manufacturing processes, from initial debarking through 43 <br />treatment and planing; 44 <br /> 45 <br />g. Drywall including all manufacturing processes, from initial blending of mined or 46 <br />synthetic gypsum plaster and additives through cutting and drying of 47 <br />sandwiched panels; or 48 <br /> 49 <br />h. Engineered wood including all manufacturing processes from the initial 50 <br />combination of constituent materials until the wood product is in its final form. 51 <br /> 52
