2025 FEDERAL OVERLAY, W MUKILTEO BLVD – GLENWOOD AVE TO DOGWOOD DR <br /> PAGE SP53 OF SP123 SPECIAL PROVISIONS <br />WORK ORDER #3842 April 15, 2025 FEDERAL AID# NHPP-2776(011) <br />Prior to the Contractor beginning the work, a preconstruction conference will be held 1 <br />between the Contractor, the Engineer and such other interested parties as may be 2 <br />invited. The purpose of the preconstruction conference will be: 3 <br />1. To review the initial progress schedule; 4 <br />2. To establish a working understanding among the various parties associated or 5 <br />affected by the work; 6 <br />3. To establish and review procedures for progress payment, notifications, approvals, 7 <br />submittals, etc.; 8 <br />4. To review DBE Requirements, Training Plans, and Apprenticeship Plans, when 9 <br />applicable. 10 <br />5. To establish normal working hours for the work; 11 <br />6. To review safety standards and traffic control; and 12 <br />7. To discuss such other related items as may be pertinent to the work. 13 <br /> 14 <br />The Contractor shall prepare and submit at the preconstruction conference the following: 15 <br />1. A breakdown of all lump sum items; 16 <br />2. A preliminary schedule of working drawing submittals; and 17 <br />3. A list of material sources for approval if applicable. 18 <br /> 19 <br />F1-08.0(2).RTF.docx 20 <br />Add the following new section: 21 <br /> 22 <br />1-08.0(2) Hours of Work 23 <br />(December 8, 2014 APWA GSP) 24 <br /> 25 <br />Except in the case of emergency or unless otherwise approved by the Engineer, the 26 <br />normal working hours for the Contract shall be any consecutive 8-hour period between 27 <br />7:00 a.m. and 6:00 p.m. Monday through Friday, exclusive of a lunch break. If the 28 <br />Contractor desires different than the normal working hours stated above, the request 29 <br />must be submitted in writing prior to the preconstruction conference, subject to the 30 <br />provisions below. The working hours for the Contract shall be established at or prior to 31 <br />the preconstruction conference. 32 <br /> 33 <br />All working hours and days are also subject to local permit and ordinance conditions (such 34 <br />as noise ordinances). 35 <br /> 36 <br />If the Contractor wishes to deviate from the established working hours, the Contractor 37 <br />shall submit a written request to the Engineer for consideration. This request shall state 38 <br />what hours are being requested, and why. Requests shall be submitted for review no 39 <br />later than 40 <br />***72 hours for day work and 30 days for night work [A Noise Variance, which shall 41 <br />be provided by the City, is required for Contract nighttime work and included as an 42 <br />appendix in these specifications. If the Contractor or the Engineer requests to do 43 <br />nighttime work that is not already established in the Contract, a 30-day notice is 44 <br />required. The Engineer will then review the request and apply for the Noise Variance; 45 <br />the City can deny the request at its sole discretion. Nighttime work is considered to 46 <br />be between 10 pm and 7 am unless otherwise stated. The following mitigation 47 <br />measures shall be in effect during a Noise Variance, though there may be additional 48 <br />project specific requirements: 49 <br />· Back-up alarms shall be directional broad band type alarms. 50
