Consent Decree Exhibit C <br />high quality development that provides public access to the river shoreline and includes a <br />variety of activities and uses that aesthetically improve this highly visible part of the city." (City <br />of Everett, 1997; page 1-13). In August 2000, the City's Shoreline/Brownfields Committee <br />adopted a vision statement for future development of the Landfill/Tire Fire Site "as a high <br />quality, master planned lifestyle entertainment center." This vision statement is being refined in <br />planned revisions to the City's Comprehensive Plan and Shoreline Management Plan. Although <br />there is no specific proposal for redevelopment at this time, the City of Everett and Ecology <br />believe that the selection of appropriate cleanup actions for the Site should include <br />consideration of the range of uses contemplated in the City's comprehensive plans and zoning. <br />This CAP describes the evaluations and recommendations for cleanup action requirements <br />under existing conditions, as well as under the range of potential future developed conditions <br />consistent with the City's redevelopment vision. Proposed cleanup actions address four <br />potential environmental exposure pathways that are relevant to the Everett Landfill/Tire Fire <br />Site: gas, groundwater, direct contact, and surface water. <br />1.2 SITE OBJECTIVES <br />1.2.1 Objectives for Existing Conditions <br />Cleanup actions to prevent environmental exposure to contaminants along the groundwater and <br />direct contact pathways have been previously implemented with Ecology approval. These <br />actions are defined as: <br />Minimum feet <br />• of two of clean soil cover <br />• Minimum 2 percent, maximum 33 percent grading requirement <br />• Leachate collection and treatment <br />• Public access controls (fence and locked gates) to all portions of the Site, except as <br />required to allow public access to existing facilities (Animal Shelter, Transfer Station <br />and City Yard) <br />Additional cleanup actions are necessary for existing conditions to prevent environmental <br />exposure to contaminants along the gas and surface water pathways. <br />The Animal Shelter, Transfer Station and the City Yard are existing uses of the Site that will <br />remain in the near term. These facilities were not constructed to meet the specific design <br />criteria outlined in this CAP for new construction. Therefore, they must remain operational, with <br />appropriate mitigation measures to address existing environmental exposure pathways.
