Ecology will be notified within 7 days of any confirmed <br />exceedance that triggers contingency plans. <br />5.3 COMPLIANCE MONITORING DURING CONSTRUCTION <br />Construction controls and construction performance monitoring are required to prevent <br />exposure of people or environments outside the construction area to dust or adverse odor <br />impacts, and to manage construction worker risk during construction. <br />5.3.1 PROTECTION MONITORING <br />Health and Safety requirements for construction crews are triggered when construction activities <br />occur below the elevation of the clean soil cap. For activities occurring below the landfill cover, <br />construction crews are required to comply with OSHA (29 U.S.C. 653, 655, 657, and 29 CFR <br />1910) and WISHA (RCW 49.17, and WAC 296-62, WAC 296-155). These requirements <br />include, but are not limited to, worker certification, health and safety plans, personal protective <br />equipment, health and safety equipment, decontamination, engineering controls, and dust and <br />odor controls. <br />Construction work will be supervised by personnel meeting the safety requirements of OSHA for <br />HAZMAT conditions. The construction oversight personnel will also meet this level of safety <br />training. Additionally, contractors will be required to have a health and safety professional (from <br />an independent provider) prepare and implement a health and safety plan (HASP) during any <br />construction that has a potential for direct exposure. The HASP will include training, monitoring <br />site conditions, as well as worker exposure levels. <br />5.3.2 PERFORMANCE MONITORING <br />Periodic inspection during construction activities will be conducted to verify that the following <br />requirements are met: <br />• Best Management Practices for erosion control, in accordance with City of Everett <br />Stormwater Management Manual and provisions of an applicable NPDES permit. <br />• Daily cover of all exposed waste. <br />• Proper construction dewatering procedures for contaminated perched groundwater. <br />• Relocation on -site of excavated waste in approved areas with proper capping and <br />grading, and/or proper and permitted disposal off -site of excavated waste, as <br />deemed appropriate in construction design, specifications, and permits. <br />• Compliance with applicable Health and Safety requirements. <br />• Access controls to prevent unauthorized access to construction zones. <br />FAprojects%COEvBR Everett Landfill\PDF maker - final docs\Compliance Compliance Monitoring and Contingency Plan <br />Monitoring Plan1CMCP 11-10-OO.doc p 9 9 y <br />FINAL - March 2001 Page 5-3 <br />
