1 <br />The City of Everett <br />The Floyd & Snider Team Everett Landfill/Tire Fire Site <br />An inspection schedule will be established by the City and developer during construction permit <br />review approval. <br />5.4 CONTINGENCY PLAN <br />The contingency plan for the direct contact exposure pathway includes contingency measures <br />for responding to problem areas identified through quarterly site inspections, as well as <br />measures to correct inadequate or inappropriate construction .activities. <br />5.4.1 CONTINGENCY MEASURES FOR PROBLEM AREAS IDENTIFIED THROUGH INSPECTIONS <br />Immediate notification of problem areas, and the corresponding Inspection Form record, will <br />trigger contingency measures to address the problem area. <br />Erosion of the cap in undeveloped areas will require importing additional clean fill and/or grading <br />in order to achieve positive drainage, minimum two -foot clean soil cap, and prevent future <br />erosion. <br />Holes from unauthorized digging that result in exposed refuse in undeveloped areas will require <br />filling as well as measures to prevent future unauthorized access (such as repairing or <br />upgrading access controls). <br />Holes from unauthorized digging in landscaped areas, which may or may not result in exposure <br />of the low -permeable hydraulic barrier, will require repair and revegetation. Site tenants will be <br />notified of the problem and reminded of the institutional control that prevents digging and <br />disturbance of the landscape without appropriate control measures. Inspection of the hydraulic <br />barrier will be required prior to filling the hole to verify its integrity. Damaged low -permeable <br />barriers will require repair. <br />Penetrations or significant cracks in the pavement or building subbasement floor will require <br />repair. Surficial pavement cracking will require further monitoring and regularly scheduled <br />maintenance. Compromised fencing and locks will be repaired or replaced. <br />Stormwater management facilities are to be designed in accordance with requirements set forth <br />in the CAP. Stormwater management systems that are not operating or maintained as required <br />will require repair or replacement. A plan to correct the problem will be developed by the <br />responsible party, with review and approval by the City. <br />If the leachate collection system is found to be in need of repair, necessary repairs will be made. <br />Areas of differential settlement identified during this inspection that may compromise remedial <br />actions for other exposure pathways (such as for gas or surface water) require identification and <br />notification of the City's Site Manager.
