Any mode of transportation that utilizes a power source other than a <br />motor. Generally, refers to bicycle, pedestrian, and other modes of transportation not involving a motor <br />vehicle. <br />Nonprofit Organizations — Entity that is not operated for profit, but rather to serve a public or social <br />benefit, often with tax-exempt status. <br />Noxious Weed — Plants that were introduced to the area, they grow unchecked by natural predators <br />and generally outcompete indigenous species for moisture and nutrients. <br />Open Space — Undeveloped or lightly developed land that is set aside for uses such as conservation and <br />parks. <br />Peak Hour / Period — The hour / period when travel demand is usually highest during commute times <br />for work or school. <br />Placemaking — Intentional use of public spaces to strengthen community connections among people <br />and a place itself. <br />Planning Period — The 20-year period following the adoption of a comprehensive plan, or such longer <br />period as may have been selected as the initial planning horizon by the planning jurisdiction. <br />Potential Annexation Area — Locale within the Urban Growth Area and outside city’s existing southern <br />and eastern boundaries to which the city may eventually expand. <br />Private Partners — Organizations that work with a city to achieve public benefits. These organizations <br />may be for profit, nonprofit organizations or other non-governmental organizations. <br />Public Facilities and Services — Facilities, infrastructure, and services—including sanitary and storm <br />sewer systems, water supply, energy, public safety, and emergency services, schools, libraries, and other <br />facilities— that provide a specific public benefit. Public facilities and services are provided by <br />government, contracted for or by government, or provided by private entities subject to public service <br />obligation. <br />Recreation Space — Indoor or outdoor areas, intended for leisure or physical activities, relaxation, <br />enjoyment, and social interaction. <br />Regional Growth Center — A mixed-use center formally designated by Puget Sound Regional Council <br />that includes housing, employment, retail, and entertainment uses. Regional growth centers are <br />pedestrian-oriented, which allows people to walk to different destinations or attractions and are well- <br />served by transit. Regional growth centers are planned for significant additional growth. <br />Restore — Purposeful rehabilitation of an area to recreate ecological processes, structures, functions, <br />and biotic and abiotic linkages to a degraded, damaged, or destroyed ecosystem. <br />Right-of-Way— 1. The legal right to pass over or through another person's property, usually based on an <br />easement. It can be a physical path or route, or the legal permission to use that path. 2. A strip of land <br />legally established for the use of pedestrians, vehicles, or utilities. 3.In traffic law, the right of one <br />vehicle to proceed ahead of others under specific rules.
