The definitfon of “manufactured home,” “mobile home,” “mobile home park subdivision,” 1 <br />“manufactured housing subdivision,” “mobile home park,” “manufactured housing community” 2 <br />or “manufactured/mobile home community” shall have the same meaning as set forth in RCW 3 <br />59.20.030. 4 <br />2. The definitfon of “designated manufactured home” or “new manufactured home” has the 5 <br />same meaning as set forth in RCW 35.63.160. 6 <br />3. “Recreatfonal vehicle” means a vehicle which is (a) built on a single chassis; (b) four hundred 7 <br />square feet or less when measured at the largest horizontal projectfon; (c) designed to be self-8 <br />propelled or permanently towable by a light duty truck; and (d) designed primarily not for use as 9 <br />a permanent dwelling but as temporary living quarters for recreatfonal, camping, travel, or 10 <br />seasonal use. 11 <br />4. “Tiny home,” “tfny house” or “tfny house with wheels” has the same meaning as set forth in 12 <br />RCW 35.21.686, which is a dwelling to be used as permanent housing with permanent provisions 13 <br />for living, sleeping, eatfng, cooking, and sanitatfon built in accordance with the state building 14 <br />code. 15 <br />5. “Tiny house communitfes” has the same meaning as set forth in RCW 35.21.686, which is 16 <br />real property rented or held out for rent to others for the placement of tfny houses with wheels 17 <br />or tfny houses utflizing the binding site plan process in RCW 58.17.035. 18 <br />B. Where Allowed. 19 <br />1. Manufactured Homes, New or Designated. A new or designated manufactured home may be 20 <br />placed on any lot within the city in the same manner and meetfng the same design and 21 <br />development standards as site built homes, factory built homes, or homes built to any other 22 <br />state constructfon or local design standards, subject to the following: 23 <br />a. The manufactured home must be set upon a permanent foundatfon, as specified by 24 <br />the manufacturer, and the space from the bottom of the home to the ground must be 25 <br />enclosed by concrete or a concrete product approved by the planning director which can 26 <br />be either load bearing or decoratfve; 27 <br />b. The manufactured home is thermally equivalent to the state energy code; and 28 <br />c. The manufactured home meets all other requirements for a designated 29 <br />manufactured home as defined in RCW 35.63.160. 30 <br />2. Manufactured Homes or Mobile Homes. A manufactured home or mobile home may be 31 <br />placed in a mobile home park subdivision, manufactured housing subdivision, mobile home 32 <br />park, manufactured housing community or manufactured/mobile home community that was 33 <br />legally in existence before June 12, 2008, as set forth in RCW 35.21.684. 34 <br />3. Recreatfonal Vehicles or Tiny Houses. 35 <br />a. A recreatfonal vehicle or tfny house may be used as a primary residence in a 36 <br />manufactured/mobile home community which was legally in existence before June 12, 37
