EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 115 <br />2008, as set forth in RCW 35.21.684 if the recreatfonal vehicle or the tfny house meets 1 <br />the following requirements: 2 <br />(1) The recreatfonal vehicle or tfny house meets fire, safety and other 3 <br />requirements of the city building official and fire marshal; 4 <br />(2) The recreatfonal vehicle or tfny house contains at least one internal toilet 5 <br />and at least one internal shower, or the manufactured/mobile home community 6 <br />provides toilets and showers for use of the recreatfonal vehicle or tfny house’s 7 <br />occupants. 8 <br />b. A recreatfonal vehicle or tfny house may be used as temporary where allowed 9 <br />pursuant to Chapter 19.05 EMC. 10 <br />c. A recreatfonal vehicle or tfny house may not be used as a primary residence within 11 <br />the city except as otherwise allowed above. 12 <br />4. Tiny House Communitfes. See Chapter 19.05 EMC to see where tfny house communitfes are 13 <br />permitted. 14 <br />19.08.220 SECURE COMMUNITY TREATMENT FACILITIES. 15 <br />A. Essentfal Public Facilitfes. A secure community transitfon facility (“SCTF”) is an essentfal public facility. 16 <br />In additfon to complying with the city’s requirements for a conditfonal use permit, the applicant for a 17 <br />SCTF shall comply with the city’s sitfng process for essentfal public facilitfes. 18 <br />B. Maximum Number of Residents. No SCTF shall house more than twelve persons, excluding resident 19 <br />staff. 20 <br />C. Sitfng Criteria. 21 <br />1. No SCTFs shall be allowed in or within the line of sight of the following specified uses, 22 <br />whether such uses are located within or outside the city limits. In or within the line of sight of 23 <br />any “risk potentfal actfvity” as defined in RCW 71.09.020, as amended, include, but are not 24 <br />limited to: 25 <br />a. Public and private schools; 26 <br />b. School bus stops; 27 <br />c. Licensed day care and licensed preschool facilitfes; 28 <br />d. Public parks, publicly dedicated trails, sports fields and playgrounds; 29 <br />e. Recreatfonal and community centers; 30 <br />f. Churches, synagogues, temples and mosques; 31 <br />g. Public libraries; and 32 <br />h. Other risk potentfal actfvitfes identffied by the Department of Social and Health 33 <br />Services. 34
