See Chapter 15.03 EMC. 5 <br />CHAPTER 19.09 – MULTIFAMILY URBAN DEVELOPMENT STANDARDS 6 <br />19.09.010 PURPOSE AND APPLICABILITY. 7 <br />A. Purpose. The purpose of the requirements contained in this chapter is to: 8 <br />1. promote Promote a broad range of housing and commercial opportunitfes in the city improve 9 <br />the livability of multfple-family housing, encourage development of single-family attached and 10 <br />multfple-family housing in Everett that enhances safety and creates an attractfve environment 11 <br />for residents and which reinforces and enhances the desirable qualitfes of the city’s 12 <br />neighborhoods. 13 <br />2. Encourage building design that combines appropriate, compatfble architectural scale with 14 <br />streetscape design and pedestrian amenitfes; 15 <br />3. To pProtect less intensive zones and uses from impacts that could result from excessive mass 16 <br />and vertfcal scale of larger buildings. This objectfve can be accomplished by applying the 17 <br />standards in this chapter in conjunctfon with the building placement and height regulatfons in 18 <br />Chapters 19.06 and 19.22 EMC; and 19 <br />4. Recognize that a flexible design approach providing a menu of optfons will result in buildings 20 <br />that are attractfve, durable, and contribute to Everett’s vitality as a communityimage. 21 <br />B. Applicability. 22 <br />1. The standards in this chapter apply to residentfal development within the UR4, UR7, MU4, 23 <br />MU7, MU15, MU25, and LI-MU zonesmultffamily zones (UR3 or UR4), commercial zones (NB, B, 24 <br />MU) and where allowed in industrial zones (LI1). 25 <br />2. Exceptfons. The following are excepted from the requirements of this chapter: 26 <br />a. For development standards for detached one- and two-unit dwellings and any number 27 <br />of townhouses up to three stories in height, along with their accessory structures, refer 28 <br />instead to Chapter 19.08 EMC. 29 <br />b. Minor exterior alteratfons, provided, however, the alteratfon shall meet the 30 <br />following: 31 <br />i. The alteratfons to the exterior shall meet the applicable standards of this 32 <br />chapter; 33
