Trash enclosures should not be visually prominent from the public view of the site. 1 <br />C. Performance Standards. All permitted uses must address the generatfon of nuisance irritants such as 2 <br />noise, smoke, dust, odor, glare, visual blight or other undesirable impacts during the review process for 3 <br />establishing, expanding or modifying the use. The city shall have the authority to impose conditfons 4 <br />necessary to ensure mitfgatfon of potentfal nuisance impacts, including redesign of the project, when 5 <br />located in proximity to residentfal uses. 6 <br />D. Lightfng and Glare in Central Waterfront Planning Area. Development within the Central Waterfront 7 <br />Planning Area (see Map 12 9-2) is required to meet the site lightfng standards in this subsectfon. 8 <br />1. Intent. The intent of this provision is to encourage the use of lightfng as an integral design 9 <br />component to enhance buildings, landscaping, or other site features; increase night sky visibility 10 <br />and to reduce the general illuminatfon of the sky; reduce horizontal light glare and vertfcal light 11 <br />trespass from a development onto adjacent parcels and natural features; and use lightfng in 12 <br />conjunctfon with other security methods to increase site safety. 13 <br />2. Standards. 14 <br />a. All site lightfng shall meet dark-sky standards. 15 <br />b. Site Lightfng Levels. All publicly accessible areas shall be lighted with average 16 <br />minimum and maximum levels as follows: 17 <br />(1) Minimum of one-half foot-candle; 18 <br />(2) Maximum (for high volume pedestrian areas and building entries) of four 19 <br />foot-candles. 20 <br />c. Lightfng shall be provided at consistent levels, with gradual transitfons between 21 <br />maximum and minimum levels of lightfng and between lit areas and unlit areas. Highly 22 <br />contrastfng pools of light and dark areas shall be avoided. 23 <br />d. Parking area lightfng fixtures shall be full cut-off (zero percent candlepower at ninety 24 <br />degrees horizontal and ten percent maximum candlepower at eighty degrees from 25 <br />vertfcal), dark-sky rated, and mounted no more than thirty feet above the ground, with 26 <br />lower fixtures preferable so as to maintain a human scale. 27 <br />e. Lightfng for parking areas within three hundred feet of areas designated for 28 <br />residentfal uses shall be on light standards not exceeding twenty feet or the height of 29 <br />any building situated between the parking area and the area designated for residentfal 30 <br />use, whichever is taller. 31 <br />f. Pedestrian-scaled lightfng (light fixtures no taller than fifteen feet) is encouraged in 32 <br />areas of pedestrian actfvity. 33 <br />g. Lightfng must not trespass onto adjacent private parcels, nor shall a light source 34 <br />(luminaire) be visible at the property line. All building lights shall be directed onto the 35 <br />building itself and/or the ground immediately adjacent to it. The light emissions shall not 36 <br />be visible above the roofline of the building. 37
