Required outdoor and common area. 2 <br />19.09.410 12.310 DESIGN REVIEW 3 <br />A. The planning director may engage the services of a licensed architect, or other licensed design 4 <br />professional when the director deems it appropriate and in the public interest, to provide 5 <br />recommendatfons in connectfon with the review of any project that: 6 <br />1. Is subject to any design standard or guideline established in this chapter; or 7 <br />2. Involves discretfonary design-related decisions, such as a modificatfon of design standards, 8 <br />authorized in this chapter; or 9 <br />3. Involves design-related decisions to implement building facade requirements set forth in EMC 10 <br />19.09.020 or 19.09.210 19.12.040. 11 <br />B. Recommendatfons of the architect or design professional shall be advisory only, and shall not 12 <br />otherwise limit the director’s authority to require changes in any project design to meet the design 13 <br />requirements of this tftle or the director’s discretfon to approve or deny requested modificatfons or 14 <br />apply discretfonary design criteria. 15 <br />19.09.420 12.320 AUTHORITY OF PLANNING DIRECTOR 16 <br />The planning director shall have the authority to disapprove, approve with conditfons, or require the 17 <br />applicant to make design changes if he/she determines the design does not meet the design standards, 18 <br />guidelines or evaluatfon criteria of this tftle. 19 <br />CHAPTER 19.13 – SPECIFIC USE STANDARDS 20 <br />19.13.005, PURPOSE 21 <br />This chapter addresses specific nonresidentfal uses which are included in the use tables of Chapter 19.05 22 <br />EMC. For the specific uses identffied in this chapter, there are additfonal or specific regulatfons for the 23 <br />specific use. 24 <br />19.13.010, MODIFICATION OF USE STANDARDS. 25 <br />An applicant may propose, and the review authority may approve, an applicant to deviate from the 26 <br />specific use standards in this chapter. The modificatfon request will use Review Process II described in 27 <br />Chapter 15.02 EMC, Local Project Review Procedures, unless the specific land use requires a higher-level 28 <br />review (e.g., Review Process III), in which case, the modificatfon request will be considered concurrent 29 <br />with the underlying land use decision. 30 <br />19.13.020, ABOVEGROUND UTILITY AND COMMUNICATION FACILITIES 31 <br />A. Major utflity and communicatfons facilitfes shall be designed, landscaped or otherwise screened to 32 <br />ensure compatfbility with surrounding propertfes. Aboveground utflity and communicatfons structures 33 <br />and antennas shall be designed, constructed, painted and screened so as to blend with surrounding uses 34
