The review authority may impose additfonal restrictfons on the locatfon, setbacks, height, 1 <br />design, landscaping and screening of aboveground utflity and communicatfons facilitfes if necessary to 2 <br />minimize visual impacts and promote greater compatfbility with existfng or planned uses on surrounding 3 <br />propertfes. Amateur radio tower antennas shall be regulated by EMC 19.22.090 and are not subject to 4 <br />review under this sectfon. 5 <br />B. Antennas associated with aboveground utflity or communicatfons facilitfes shall be located on 6 <br />existfng or replacement towers or structures to the maximum extent technically feasible to discourage 7 <br />the proliferatfon of tower structures. Installatfon or collocatfon of antennas on existfng or replacement 8 <br />towers or structures shall be preferred unless the proponent can demonstrate that a new structure is 9 <br />necessary to adequately serve the needs of the public. When proposed to be installed on an existfng or 10 <br />replacement tower or structure located in a nonresidentfal zone located at least three hundred feet from 11 <br />residentfal zones, facilitfes which are subject to Review Process II shall be reviewed using Review Process 12 <br />I, subject to meetfng all requirements of this sectfon. When proposed to be located on an existfng or 13 <br />replacement utflity or communicatfons structure or other nonresidentfal structure in a residentfal zone, 14 <br />Review Process II shall be required. 15 <br />C. Tower structures for aboveground utflity and/or communicatfons facilitfes shall not be located in or 16 <br />within three hundred feet of residentfally zoned areas, in or within two hundred feet of gateway 17 <br />corridors (see Map 12 9-1 in Chapter 19.12 19.09 EMC) as designated by the Everett comprehensive 18 <br />plan, or in or within two hundred feet of areas under the jurisdictfon of the shoreline master program, 19 <br />unless the applicant provides an analysis of alternatfve sites and existfng facilitfes which are technically 20 <br />feasible where the structure could be located or collocated, which demonstrates that the proposed 21 <br />facility cannot adequately serve the needs of the public for the proposed utflity or communicatfons 22 <br />service in an alternatfve locatfon. When locatfon in or within two hundred feet of a gateway corridor, or 23 <br />in or within two hundred feet of areas under the jurisdictfon of the shoreline master program, is 24 <br />necessary to serve the public need for utflity or communicatfons services, use of existfng or replacement 25 <br />utflity and communicatfons facilitfes is encouraged. When existfng facilitfes are used or replaced, 26 <br />additfon to or replacement of existfng structures may exceed the height of the existfng facility by not 27 <br />more than twenty feet. 28 <br />D. When tower structures for aboveground utflity and/or communicatfons facilitfes are proposed to be 29 <br />located within three hundred feet of residentfally zoned areas, in or within two hundred feet of gateway 30 <br />corridors as designated by the Everett comprehensive plan, or in or within two hundred feet of areas 31 <br />under the jurisdictfon of the shoreline master program, zones which otherwise require Review Process II 32 <br />shall use Review Process III. 33 <br />E. All utflity and communicatfon facilitfes shall be installed underground or within structures to the 34 <br />greatest extent practfcal in order to maximize safety and minimize visual and noise impacts upon 35 <br />surrounding propertfes. When it is not practfcal to install underground or within structures, all utflity and 36 <br />communicatfons facilitfes shall be architecturally designed and screened so as to minimize visual impacts 37 <br />on and promote compatfbility with surrounding propertfes. 38 <br />F. Aboveground utflity and communicatfons facilitfes shall be designed so as to be the lowest height 39 <br />possible to adequately serve the needs of the public for the proposed utflity or communicatfons service. 40 <br />The review authority, in considering the proposed utflity or communicatfons facility, may allow antenna 41
