Artwork incorporated into or along the sidewalk which is approved by the city’s cultural arts 1 <br />commission; 2 <br />C. Decoratfve tree grates; 3 <br />D. Decoratfve clocks; 4 <br />E. Informatfonal kiosks; 5 <br />F. Landscaping elements, not otherwise required by this tftle, incorporated into curb bulbs and/or 6 <br />sidewalks; or 7 <br />G. Other treatments as approved by planning director and city engineer. 8 <br />19.33.050, EXCEPTIONS TO PUBLIC SIDEWALK STANDARDS 9 <br />The following exceptfons to public sidewalk standards are allowed: 10 <br />A. Point Obstructfons. Point obstructfons, such as power poles, light poles and fire hydrants, may 11 <br />encroach into the pedestrian clear zone, but the sidewalk must have clear width remaining to meet 12 <br />accessibility requirements. 13 <br />B. Steep Topography at Right-of-Way Line. Sidewalks may be located adjacent to the curb when there is 14 <br />inadequate right-of-way or in steep topography areas where grading to a full street width would cause 15 <br />too great of an impact. 16 <br />C. Frontage and Landscape/Furniture Zone Shift. In areas where ground-level actfve uses are 17 <br />antfcipated within the building frontage zone, such as sidewalk cafes or merchandise display, frontage 18 <br />zones should be designed to be wide enough to accommodate those uses. In no case can an actfve use 19 <br />encroach on the pedestrian clear zone. In rare cases, the furniture zone may be reduced in width when 20 <br />approved by the city engineer and planning director in order to maintain the minimum pedestrian clear 21 <br />zone and allow for actfvatfon of uses in the frontage zone. 22 <br />D. Other Consideratfons at the Directfon of the City Engineer. The city engineer may allow a 23 <br />modificatfon or reductfon of the public sidewalk standards in this chapter in the following circumstances: 24 <br />1. The required sidewalk improvements would conflict with existfng underground or 25 <br />aboveground utflitfes, including sewer, water, stormwater, or power poles; 26 <br />2. A modificatfon of the required sidewalk improvement is necessary to provide a smooth 27 <br />transitfon to an existfng sidewalk on the adjacent property, or to an alley where the sidewalk 28 <br />intersects the alley; or 29 <br />3. The required sidewalk improvement would create a traffic or pedestrian safety hazard, such 30 <br />as sight distance problems or conflicts with other ingress/egress locatfons. 31 <br />19.33.060, PEDESTRIAN ACCESS TO PUBLIC STREETS – INTERNAL PEDESTRIAN CONNECTIONS. 32 <br />A. This purpose of this sectfon is to provide safe and efficient pedestrian access and emergency services 33 <br />access from building entrances to the following: public sidewalks; transit stops; other buildings on the 34 <br />same site; parking lots; and common open space areas. 35
