EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 223 <br />19.34.050, EXCEPTIONS TO OFF-STREET VEHICLE PARKING SPACE REQUIREMENTS. 1 <br />To prioritfze land for buildings and people and reduce dependence on single-occupant vehicles, the 2 <br />following are not required to provide off-street parking, provided that bicycle facilitfes shall be provided 3 <br />as set forth in EMC 19.34.160 and 19.34.170. 4 <br />A. Development in Mixed-Use Centers. 5 <br />B. Development under EMC 19.08 within one-half mile of a public transit stop served by bus rapid transit 6 <br />or rail. 7 <br />C. Dwelling units with less than 1,200 square feet gross floor area. 8 <br />D. Affordable housing as defined in RCW 36.70A.030. 9 <br />E. Uses in structures and on sites that are individually listed on the Everett register of historic places. 10 <br />F. Dwelling units that are specifically for seniors or people with disabilitfes; provided, however, off-street 11 <br />parking for staff and visitors may be required as determined by the city engineer and planning director 12 <br />based on a parking analysis. 13 <br />G. Emergency Shelters. Emergency Shelters are not required to provide off-street parking; provided, 14 <br />however, that off-street parking for staff and visitors will be required as determined by city engineer and 15 <br />planning director based on a parking analysis. See EMC 19.34.050(B) for off-street parking calculatfons 16 <br />on sites with combinatfon of uses. 17 <br />A. Nonresidentfal Parking in Metro Everett. To reduce reliance on single-occupant vehicles in Metro 18 <br />Everett, two off-street auto parking areas are set forth in Map 34-1. Nonresidentfal developments within 19 <br />these areas have reduced off-street requirements as follows (see EMC 19.34.025 for multffamily parking 20 <br />reductfons): 21 <br />1. Parking Area A. 22 <br />a. Nonresidentfal uses are not required to provide off-street auto parking, with the 23 <br />exceptfon of government offices, which shall either meet the requirement for off-street 24 <br />auto parking for government, or provide a parking management study and plan for 25 <br />approval of the planning director, and city engineer. 26 <br />b. Any development not required to provide off-street auto parking may will be 27 <br />required to install bicycle facilitfes as set forth in EMC 19.34.03019.34.160. 28 <br />c. Any nonresidentfal development with five thousand square feet of gross floor area or 29 <br />more, and which does not provide off-street auto parking based on the standards in 30 <br />Table 34-1, will be required to submit a transportatfon demand management plan for 31 <br />approval of the city engineer as set forth in EMC 19.34.080. 32 <br />2. Parking Area B. At the discretfon of the city engineer, required off-street auto parking for 33 <br />nonresidentfal uses may be reduced up to twenty-five percent from the requirements set forth 34 <br />in Table 34-1. The reductfon may be granted upon approval of a transportatfon demand 35 <br />management plan (see EMC 19.34.080), together with a finding that the off-street auto parking 36
