Historic Buildings and Sites. Structures and sites that are individually listed on the Everett register of 3 <br />historic places shall be exempt from all parking quantfty requirements. 4 <br />C. Accessory Dwelling Units. The minimum off-street parking requirement for an accessory dwelling is 5 <br />waived for lots within one-half mile walking distance of a transit stop or statfon with all day service (at 6 <br />least one trip per hour seven a.m. through eight p.m. weekdays). 7 <br />D. Housing for Seniors or People with Disabilitfes. Any housing units that are specifically for seniors or 8 <br />people with disabilitfes, that are located within one-fourth mile of a transit stop that receives transit 9 <br />service at least four tfmes per hour for twelve or more hours per day, are not required to provide off-10 <br />street parking for the units; provided, however, that off-street parking for staff and visitors will be 11 <br />required as determined by city engineer and planning director based on a parking analysis. 12 <br />E. Parking Study as Alternatfve to Reduce Parking. The planning director, in consultatfon with the city 17 <br />engineer, may approve a modificatfon to the off-street parking set forth in Table 34-1 or 34-2 using the 18 <br />review process described in EMC Title 15. A modificatfon greater than twenty-five percent requires a 19 <br />Review Process II described in EMC Title 15, Local Project Review Procedures. Any reductfon in off-street 20 <br />parking could impact future development if a change in use requires additfonal off-street parking. 21 <br />1. A parking study for the proposed use(s) must be prepared by a professional with expertfse in 22 <br />preparing traffic and parking analysis and . 23 <br />2. The parking study must demonstrate to the satfsfactfon of the planning director that a lesser 24 <br />standard is adequate. 25 <br />3. A transportatfon demand management (TDM) plan (see EMC 19.34.080) may shall be 26 <br />required as a conditfon of any approved modificatfon. 27
