EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 228 <br />19.34.070, SHARED VEHICLE PARKING. 1 <br />A. Purpose and Intent. Shared parking between more than one type of use can reduce the amount of 2 <br />off-street parking by enabling more efficient tfme utflizatfon of parking resources. Through leveraging 3 <br />complementary peak tfme demands of different uses, or by leveraging single-trip, multfple-stop 4 <br />demands between multf-tenant sites or nearby propertfes, shared parking allows a reductfon of physical 5 <br />off-street parking spaces without a reductfon in effectfve supply. 6 <br />B. When Shared Parking Is Allowed. The planning director, in consultatfon with the city engineer, may 7 <br />allow shared parking for two or more uses, either within the same site or on different sites. 8 <br />C. How Shared Parking Is Approved. An applicatfon for shared parking shall be submitted to the city. 9 <br />Applicatfons for shared parking shall include supportfng data and analysis which demonstrate 10 <br />compliance with subsectfons (D) and (E) of this sectfon: 11 <br />D. Reducing Calculatfng Off-Street Parking with Shared Parking. Each of the following, except subsectfon 12 <br />(D.)(3), require an approved transportatfon demand management plan. 13 <br />1. Residentfal. Pursuant to EMC 19.34.060(B)(4), for mixed-use buildings with residentfal 14 <br />dwellings or sleeping units where fifty percent or more of the gross floor area is dedicated to 15 <br />daytfme, weekday nonresidentfal uses, it is reasonable to expect that there would be a 16 <br />substantfal amount of vehicle parking left vacant during the hours when parking it is needed by 17 <br />residents. The residentfal off-street vehicle parking requirement may be reduced by up to fifty 18 <br />percent with an approved transportatfon demand management (TDM) plan. 19 <br />2. Daytfme and Nighttime Commercial Uses. Up to fifty percent of the off-street parking 20 <br />required by this chapter for primarily nighttime uses such as theaters, bowling alleys, bars and 21 <br />restaurants may be supplied by parking serving primarily daytfme uses such as banks, offices, 22 <br />retail stores, personal service shops, and manufacturing and wholesale uses.; alternatfvely, up to 23 <br />fifty percent of the off-street parking required by this chapter for primarily daytfme uses may be 24 <br />supplied by parking serving primarily nighttime uses. 25 <br />3. Daytfme Uses. Up to fifty percent of the off-street parking required by this chapter for 26 <br />primarily daytfme uses may be supplied by parking serving primarily nighttime uses. 27 <br />3. Mixed-Use Projects, General. If more than one type of land use (see Table 34-1) occupies a 28 <br />single structure or parcel of land, the total requirements for off-street vehicle parking may be 29 <br />reduced by five percent of the sum of the requirements for all uses. This optfon can be used in 30 <br />lieu of specifically calculatfng daytfme, nighttime, and/or residentfal uses per 1 and 2 above, and 31 <br />does not require a TDMtransportatfon demand management plan. 32 <br />4. Churches and Schools. Up to one hundred percent of the off-street parking required by this 33 <br />chapter for a church or an auditorium incidental to a public or parochial school may be supplied 34 <br />by parking serving primarily nighttime uses, at the discretfon of the planning director in 35 <br />consultatfon with the city engineer. 36 <br />5. Other. A development may propose other shared vehicle parking proposals for approval of 37 <br />the planning director and city engineer. These other proposals may include provision for other 38 <br />forms of transport and mobility. 39
