A TDM plan is required for any development with an exceptfon or reductfon of 1 <br />parking allowed pursuant to EMC 19.34.050 or 19.34.060(A). 2 <br />d. A TDM plan is not required for single-, duplex- or triplex-dwelling units. 3 <br />2. A Transportatfon Demand Management TDM plan must be reviewed and approved, 4 <br />approved with modificatfons, or disapproved by the city engineer or designee. A preliminary 5 <br />Transportatfon Demand Management TDM plan shall be submitted before a building permit is 6 <br />approved. TDM p Transportatfon Demand Management Plans may be written in two steps: 7 <br />a. Preliminary TDM Plan. When a Transportatfon Demand Management TDM plan is 8 <br />required, a preliminary plan must be submitted along with the development applicatfon. 9 <br />The TDM plan should include the requirements outlined in subsectfons B, C and D of this 10 <br />sectfon. If a preliminary TDM plan is submitted and approved by the city engineer or 11 <br />designee, then a final TDM plan is not required untfl a certfficate of occupancy is 12 <br />requested. 13 <br />b. Final TDM Plan. A final TDM plan meetfng the requirements outlined in subsectfons 14 <br />(B), (C) and (D) of this sectfon is required before a certfficate of occupancy may be 15 <br />granted. The TDM plan must be approved by the city engineer or designee. 16 <br />3. A building permit or land use approval shall not be granted untfl a final Transportatfon 17 <br />Demand Management TDM plan meetfng the requirements outlined in sectfons (B), (C) and (D) 18 <br />of this sectfon is approved by the city engineer or designee, and a covenant approved by the 19 <br />planning director requiring compliance with the approved TDM plan is recorded by the 20 <br />applicant. The covenant shall include enforcement mechanism(s), which may include, but are 21 <br />not limited to, enforcement pursuant to Chapter 1.20 EMC, injunctfve relief, monetary penaltfes, 22 <br />and loss of units available for rental. 23 <br />B. What Is Required in a Transportatfon Demand Management TDM Plan. 24 <br />1. A Transportatfon Demand Management TDM plan must be consistent with a Transportatfon 25 <br />Demand Management TDM guide established by the city engineer. 26 <br />2. A Transportatfon Demand Management TDM plan must be prepared by a qualified 27 <br />professional with demonstrated experience in transportatfon planning, traffic engineering, or 28 <br />comparable field, unless otherwise allowed by the city engineer. 29 <br />3. A Transportatfon Demand Management TDM plan must determine: 30 <br />a. The antfcipated travel demand for the project. 31 <br />b. How the antfcipated travel demand for the project will be met on site or off site, 32 <br />including: 33 <br />(1) Number of on-street vehicle parking spaces, off-street vehicle parking 34 <br />spaces, or shared vehicle parking arrangements. 35 <br />(2) Number of short-term and long-term bicycle parking spaces. 36
