The project must meet the antfcipated transportatfon demand without placing an 1 <br />unreasonable burden on public infrastructure, such as transit and on-street parking facilitfes, and 2 <br />the surrounding neighborhood. 3 <br />3. The Transportatfon Demand Management TDM plan includes ways to ensure ongoing 4 <br />compliance to reduce transportatfon impacts. 5 <br />19.34.090, NONCONFORMING VEHICLE PARKING. 6 <br />If a use which was lawfully established has less parking than required by the zoning code, it need not 7 <br />provide additfonal parking except under the following circumstances: 8 <br />A. Expansion of Building. Any increase in the floor area of a building shall provide additfonal parking for 9 <br />the added floor area or other measure of vehicle parking requirement in accordance with the current 10 <br />vehicle parking requirements for such use, unless otherwise provided an exceptfon under EMC 11 <br />19.34.050. or reductfon under EMC 19.34.060. Parking quantftfes after reductfons under EMC 19.34.060 12 <br />or 19.34.070 must stfll be provided. 13 <br />B. Change of Use. 14 <br />1. In Metro Everett, nNo additfonal parking shall be required for changes in use for buildings in 15 <br />existence prior to January 1, 2007. 16 <br />2. Outside of Metro Everett, no additfonal parking shall be required for changes in use for 17 <br />buildings in existence prior to December 2, 1956. 18 <br />3. Except as otherwise allowed above, any change in use which requires more parking than the 19 <br />previous use shall provide parking in accordance with the current parking requirements for the 20 <br />changed use minus the number of parking spaces by which the previous use was deficient, 21 <br />unless otherwise provided an exceptfon under EMC 19.34.050 or reductfon under EMC 22 <br />19.34.060. 23 <br />C. Surfacing Materials. Where building or parking lot expansion is proposed, existfng vehicle parking 24 <br />that does not meet current city requirements for surfacing shall be paved in accordance with city design 25 <br />standards if the value of the proposed expansion exceeds fifty percent of the value of existfng buildings. 26 <br />19.34.100, LOCATION OF OFF-STREET VEHICLE PARKING. 27 <br />A. Vehicle Parking Locatfon—General Requirements for Residentfal Uses. 28 <br />1. Required off-street parking for residentfal uses shall be provided on the same lot as the 29 <br />dwelling it is required to serve. Off-street auto parking spaces may include spaces in garages, 30 <br />carports, parking lots, and/or driveways if vehicles are not parked in a vehicle travel lane or a 31 <br />required front setback. Off-street parking for electric vehicles may be included in auto parking 32 <br />required by this chapter. Refer to the Internatfonal Building Code for requirements on electric 33 <br />vehicle charging infrastructure. 34 <br />2. Parking may not be located within required setbacks, except as allowed under EMC 35 <br />19.34.110(C) and this sectfon, with the following exceptfons: 36
