Sin gle-Family (One-Unit Dwelling) or Two-Unit Parking for Structures with One, Two, 1 <br />Three or Four Dwellings. Auto pParking may be located within the front or street side 2 <br />setbacks on a driveway that meets city design standards or within the rear or interior 3 <br />side setbacks. This exceptfon does not apply to: 4 <br />(1) Easement access lots; 5 <br />(2) Historic overlay zones, if applicable; or 6 <br />(3) The front setback for alley access lots, except as allowed under EMC 7 <br />19.34.110(B). 8 <br />b. Multfple-Family. Parking may be located within setbacks in the following 9 <br />circumstances: 10 <br />(1) Within the rear setback when access is from an alley; 11 <br />(2) Within the rear setback when (A) meetfng outdoor and common area 12 <br />requirements (Chapter 19.09 EMC); (B) when meetfng landscaping and 13 <br />screening requirements (Chapter 19.35); and (C) when not abutting a single-14 <br />family (R-S, R-1, R-2, R-2(A)) zone. 15 <br />(3) When parking is located below grade, parking may be located within any 16 <br />required setback if situated completely below grade, and the required 17 <br />landscaping can be provided on top of the below-grade parking structure. 18 <br />2. Vehicle parking is only allowed within required setbacks in: 19 <br />a. Residentfal zones in driveways meetfng the standards of EMC 19.34.110, except 20 <br />easement access lots or in historic overlay zones; or 21 <br />b. Rear setbacks in residentfal zones when complying with landscaping standards of EMC 22 <br />19.35; or 23 <br />c. When vehicle parking is located completely below grade and required landscaping is 24 <br />provided on top of the parking structure. 25 <br />3. Private Access Drives. Parking Vehicle parking on any private access drive shall be prohibited 26 <br />except when authorized through a land division or other land use permit. Off-street vehicle 27 <br />parking may be located adjacent to an approved access drive outside of the minimum required 28 <br />dimensions of the access drive. Where applicable, the homeowners’ associatfon shall be 29 <br />responsible for enforcing this requirement. 30 <br />4. Multfple-Family Standards. Off-street parking areas shall not be located closer to the public 31 <br />street than the building located closest to the street 32 <br />5 4. Historic Overlay. Off-street parking in an historic overlay zone shall not be located closer to 33 <br />the public street than the building located closest to the street unless approved by the planning 34 <br />director due to street and site topography which precludes other placement. 35
