EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 293 <br />“Core area” means the portfon of the city of Everett defined as the UM, ULI, or UR zones in this 1 <br />tftle Mixed-Use Centers under Chapter 19.03 EMC. 2 <br />“Fair share cost” means the proportfonal share of the cost of transportatfon system 3 <br />improvements that is attributable to a project’s impacts on the transportatfon system, as 4 <br />required by EMC 19.51.100. 5 <br />“Level of service” or “LOS” standard means the acceptable service standard adopted by the city 6 <br />in its comprehensive plan, as described in EMC 19.51.090. If the comprehensive plan is amended 7 <br />to revise the acceptable level of service standard, the standard stated in EMC 19.51.090 shall be 8 <br />deemed to be the revised, adopted LOS standard. 9 <br />“Local transportatfon improvement” means site improvements and facilitfes that are planned 10 <br />and designed to provide service for a partfcular development project and that are necessary for 11 <br />the use and convenience of the occupants or users of the project, and are not transportatfon 12 <br />system improvements. No specific improvement or facility included in the city’s capital facilitfes 13 <br />plan shall be considered a local transportatfon improvement. 14 <br />“Peak hour trips” means total inbound and outbound trips during the p.m. peak period 15 <br />(commonly known as “rush hours”), as may be further defined by the city traffic engineer. 16 <br />“Planned actfon” means a project that meets the criteria set forth in RCW 43.21C.031 and WAC 17 <br />197-11-164 and whose probable significant adverse environmental impacts have previously been 18 <br />analyzed in an environmental impact statement, and that is authorized by Chapter 15.02 EMC 19 <br />and the specific planned actfon ordinance relatfng to the project. 20 <br />“Planned system improvement” means a transportatfon system improvement identffied in the 21 <br />city’s six-year transportatfon improvement program and other transportatfon system 22 <br />improvements that are planned to occur, to the knowledge of the city engineer. 23 <br />“Practfcal” means reasonable and capable of being accomplished, as provided by WAC 197-11-24 <br />660. 25 <br />“Project” means a development, constructfon, or management actfvity located in a defined 26 <br />geographic area, whether private or public. Proposed projects subject to this chapter are those 27 <br />that generate more than ten vehicle trips per day or require project review, including SEPA 28 <br />review, under EMC Title 15 and Chapter 19.43 EMC. 29 <br />“Project review process” means the city process for considering and making decisions on 30 <br />proposed projects under Chapter 15.02 EMC, including staff, environmental and public review. 31 <br />“Traffic analysis” means the study of transportatfon impacts and mitfgatfon measures, as 32 <br />provided in EMC 19.51.060 through 19.51.090. A traffic analysis may be combined with other 33 <br />project review documents, as determined appropriate by the city engineer or responsible 34 <br />official. “Transportatfon improvement” means either a local transportatfon improvement, a 35 <br />transportatfon system improvement, or an improvement that is both a local and system 36 <br />improvement. 37
