EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 294 <br />“Transportatfon network” means all facilitfes and means of transportatfon used by the public in 1 <br />the city or in areas affected by project traffic, including land, air, and waterborne traffic. 2 <br />“Transportatfon system improvement” means public facilitfes that are included in the capital 3 <br />facilitfes plan or identffied by the traffic analysis and are designed to provide service to service 4 <br />areas within the community at large, in contrast to local transportatfon improvements. 5 <br />“Trips” means inbound and outbound trips. 6 <br />CHAPTER 19.53 – PARKS IMPACT FEES 7 <br />19.53.060 PARKS IMPACT FEE FORMULA. 8 <br />A. The impact fee formula is based on the assumptfons found in the City of Everett Parks Impact Fees 9 <br />Rate Study, 2021, Exhibit A, attached hereto and by this reference fully incorporated herein. 10 <br />Table 1: Parks Impact Fee Rate Schedule: Residential and Commercial 11 <br />Land Use Type Fee <br />Residential, Levied per Unit <br />1 Bedroom and Studio $941 <br />2 Bedrooms $1,882 <br />3 Bedrooms or More $2,823 <br />Commercial, Levied per Square Feet <br />Office and Services $0.26 <br />Retail $0.38 <br />Industrial $0.21 <br />B. Each development shall mitfgate its impacts on the city’s parks facilitfes by payment of a fee that is 12 <br />based on the type of land use of the development and proportfonate to the cost of the parks facility 13 <br />improvements necessary to serve the needs of growth. For residentfal development, fee amount is 14 <br />based on number of bedrooms across all residentfal units within development; for commercial 15 <br />development, fee amount is based on gross floor area of the development as defined in EMC 19.04.040, 16 <br />exclusive of parking. 17 <br />C. Applicatfons for a change of use shall receive credit based on the existfng use. This credit is calculated 18 <br />by deductfng the fee amount of the existfng use from the fee of the proposed use. 19 <br />D. Impact fees reduced by 50% for the additfon of one or two accessory dwelling units to a lot with one 20 <br />or more principal dwelling units to remain, up to a total of two accessory dwelling units per lot. 21 <br />CHAPTER 20.08 – NOISE 22 <br />20.08.020 DEFINITIONS. 23 <br />All technical terminology used in this chapter not defined herein shall be interpreted in conformance 24 <br />with American Natfonal Standards Instftute Specificatfons Sectfon 1.4-2014 as it currently exists or is 25 <br />later amended.
