EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 37 <br />“Dwelling, two-unit” means a building designed for and occupied by two households, living 1 <br />independently of each other in separate dwelling units. A two-unit dwelling may be attached by a 2 <br />common wall or walls or stacked in a manner that individual dwelling units are located above or below 3 <br />other dwelling units. A two-unit dwelling does not include an accessory dwelling unit (“ADU”) which may 4 <br />be permitted on a lot with a one-unit dwelling. 5 <br />“Dwelling unit, accessory,” or “ADU,” means a dwelling unit which is subordinate to a permitted principal 6 <br />dwelling unit located on the same lot. 7 <br />“Dwelling, Co-Living Housing”, means a residentfal development with sleeping units that are 8 <br />independently rented and lockable and provide living and sleeping space, and residents share kitchen 9 <br />facilitfes with other sleeping units in the building, as in 36.70A RCW. A sleeping unit in co-living housing 10 <br />shall be treated as one-quarter of a dwelling unit for purposes of calculatfng density and vehicle parking 11 <br />requirements. 12 <br />“Dwelling unit, micro-housing” or “small efficiency dwelling unit” means a single, independent, 13 <br />residentfal dwelling unit within a multffamily building of no less than 24 units and consistfng of one 14 <br />habitable room (excluding kitchen, bath, closets, storage areas, and built-ins). These units have a living 15 <br />room floor area two hundred twenty square feet or less, or a total gross unit size three hundred twenty 16 <br />square feet or less. 17 <br />“Emergency housing” has the same meaning as RCW 36.70A.030(9): 18 <br />“Emergency housing” means any facility that is constructed for the primary purpose of providing 19 <br />temporary indoor accommodatfons for individuals or families who are homeless, or at imminent risk of 20 <br />becoming homeless, that is intended to address the basic health, food, clothing, and personal hygiene 21 <br />needs of individuals or families consistent with RCW 36.70A.030(9). Emergency housing may or may not 22 <br />require occupants to enter into a lease or an occupancy agreement. 23 <br />“Emergency shelter, indoor” means any facility that is constructed for the primary purpose of providing 24 <br />shelter for people experiencing homelessness in general or for specific populatfons of people 25 <br />experiencing homelessness consistent with RCW 36.70A.030(10). People may be granted admittance on 26 <br />a nightly or extended-stay basis. Emergency shelters may include day centers that do not provide 27 <br />overnight accommodatfons. Supportfve services may or may not be provided in additfon to the provision 28 <br />of shelter. 29 <br />“Emergency shelter, outdoor” means a facility that provides shelter in temporary structures for people 30 <br />experiencing homelessness in general or for specific populatfons of people experiencing homelessness. 31 <br />“Temporary structure” means not affixed to land permanently including tents, vehicles, or other 32 <br />structures not regulated under the building code. People may be granted admittance on a nightly or 33 <br />extended-stay basis. 34 <br />“Extreme weather shelter, temporary” means a facility intended to house people experiencing 35 <br />homelessness for specific situatfons such as cold or hot weather or poor air quality conditfons. The 36 <br />shelter operatfons are limited to the duratfon of the period that the extreme conditfons persist. People 37 <br />may be granted admittance either for an overnight stay, during the day, or both. 38
