Permanent supportfve housing is subject to all of the rights and responsibilitfes 4 <br />defined in chapter 59.18 RCW. 5 <br />“Recreatfonal vehicle (RV) park” means real property rented or held out for rent to others for the 6 <br />placement of recreatfonal vehicles. 7 <br />“Secure community transitfon facility” means a facility, as defined in RCW 71.09.020, for the housing of 8 <br />sexually violent predators. 9 <br />“Short-term rental” means the use of an entfre dwelling unit or portfon thereof by any person or group 10 <br />of persons to occupy for rent for a period of less than thirty consecutfve days. Short-term rentals do not 11 <br />include hotels or motels. 12 <br />“Sleeping Unit” is an independently rented and lockable room for sleeping and living; sleeping units are 13 <br />not required to have private bathrooms or private kitchens because residents typically share bathrooms 14 <br />and/or kitchen facilitfes with other sleeping units in the building. Per the IBC sleeping units must be at 15 <br />least 70 square feet; rooms larger than 240 square feet otherwise meetfng the definitfon here of 16 <br />sleeping unit will be considered dwelling units for other EMC 19 purposes such as parking calculatfons. 17 <br />Rooms for sleeping, regardless of size, when designed as an integral part of a single larger permitted 18 <br />dwelling unit, will not be counted as ‘sleeping units’. 19 <br />“Sponsor” means a local faith-based or other local community-based organizatfon that has an 20 <br />agreement with the managing agency to provide basic services and support for the residents of a 21 <br />homeless encampment, such as shelter, food and sanitatfon, and liaison with the surrounding 22 <br />community and joins with the managing agency in an applicatfon for a temporary use permit. A 23 <br />“sponsor” may be the same entfty as the managing agency. 24 <br />Supportfve housing. See “Permanent supportfve housing.” 25 <br />“Tiny house” and “tfny house with wheels” mean a dwelling to be used as permanent housing with 26 <br />permanent provisions for living, sleeping, eatfng, cooking, and sanitatfon built in accordance with the 27 <br />state building code. 28 <br />“Tiny house communitfes” means real property rented or held out for rent to others for the placement 29 <br />of tfny houses with wheels or tfny houses utflizing the binding site plan process in RCW 58.17.035. 30 <br />“Transitfonal housing” has the same meaning as RCW 84.36.043(2)(c): 31 <br />“Transitfonal housing” means a project that provides housing and supportfve services to homeless 32 <br />persons or families for up to two years and that has as its purpose facilitatfng the movement of homeless 33 <br />persons and families into independent living. 34 <br />19.04.060, USE DEFINITIONS, COMMERCIAL 35 <br />This sectfon defines uses set forth in Table 5-2 in EMC 19.05.090. 36 <br />“Animal day care” means short-term daytfme (not overnight) care for dogs, cats and other small animals. 37
