EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 43 <br />“Light industrial, manufacturing, or assembly” means uses which are capable of being constructed, 1 <br />maintained and operated in a manner designed to be compatfble with adjoining residentfal, commercial 2 <br />or other less intensive land uses. These uses do not generate noxious or objectfonable impacts such as 3 <br />noise, smoke, dust, vibratfon, odor, or concussion; do not require the use of heavy equipment; and do 4 <br />not involve outdoor storage of large quantftfes of bulk materials or heavy equipment. 5 <br />“Marine terminal” means a water-dependent transportatfon facility furnishing services incidental to 6 <br />barge, marine shipping and other marine vessels. 7 <br />“Railyard” means a complex series of railroad tracks for the assembly, storing, sortfng, maintenance, or 8 <br />loading and unloading, of railroad cars and locomotfves. Railyards have many tracks in parallel for 9 <br />keeping rolling stock stored off the mainline, so that they do not obstruct the flow of traffic. 10 <br />“Storage yard” means the use of land to store material, equipment, or vehicles, and any structures 11 <br />associated with the outdoor storage. This use includes bulk fuel, vehicle impound lot, bulk materials, 12 <br />large equipment and cargo shipping containers. 13 <br />“Warehouse” means a building used to store merchandise, materials or commoditfes. 14 <br />19.04.080, USE DEFINITIONS, PUBLIC, INSTITUTIONAL, QUASI-PUBLIC 15 <br />This sectfon defines uses set forth in Table 5-4 in EMC 19.05.110. 16 <br />“Aboveground utflity and communicatfons facility, major” means a structure or improvement built or 17 <br />installed aboveground for the purpose of providing utflity services or communicatfons services to more 18 <br />than one lot. Included in this definitfon for purposes of this tftle are electrical substatfons; water storage 19 <br />reservoirs or tanks or pumping statfons; telephone exchanges; manmade regional drainage detentfon or 20 <br />retentfon facilitfes; natural gas regulatfng facilitfes greater than four feet in height; sewer lift statfons; 21 <br />wireless communicatfons facilitfes including personal wireless service facilitfes; television or radio 22 <br />transmission or receptfon towers, antennas; and other ancillary or similar facilitfes or structures housing 23 <br />utflity or communicatfons equipment or improvements as determined by the planning director. This term 24 <br />shall not apply to equipment and vehicle storage yards, offices and buildings used to support the 25 <br />operatfons of utflity or communicatfon service providers. 26 <br />“Aboveground utflity and communicatfons facility, minor” means fire hydrants; amateur radio antennas 27 <br />or towers and television receptfon dishes or antennas for private residentfal use regulated by EMC 28 <br />19.22.090; utflity poles carrying electrical transmission lines with fifty-five thousand volts or less of 29 <br />electrical power; pad-mounted switches and transformers; telephone or television cables; utflity 30 <br />structures less than four feet in height above grade, minor aboveground equipment associated with 31 <br />underground utflity facilitfes, or other such similar facilitfes as determined by the planning director. This 32 <br />term shall not apply to equipment and vehicle storage yards, offices and buildings used to support the 33 <br />operatfons of utflity or communicatfon service providers. 34 <br />“Bicycle facilitfes” means improvements and provisions made to accommodate or encourage bicycling, 35 <br />including bike racks or lockers, other bicycle parking facilitfes, (bike racks) and bikeways. 36 <br />“Cemetery” means land or structures dedicated for the interment of human or animal remains. 37
